국문 초록

국가요인에 대한 신변경호직무는 공공의 안녕과 질서유지차원에서 실질적 의미의 경찰작용으로 이해되어 왔다. 또한 근대경찰 형성기에 대륙법계 경찰전통을 강하게 받은 한국경찰의 경우에도 경호직무는 형식적 의미의 경찰과 매우 친숙하게 받아들여졌다. 그러나 5.16 군사쿠데타 이후 정치권력을 확립하기 위하여 특별한 경호조직을 창설하면서, 대통령 경호실이 마치 권력의 핵심으로서 자리잡고 있었으나, 문민정부에 이어 참여정부로 넘어오면서 권력기관으로서의 위상보다는 전문성이 강화된 기관으로 탈바꿈해가고 있다. 각국의 경호조직은 나라마다 다른 특성을 지니고 있다. 대체로 경찰주도형, 軍주도형, 경찰ㆍ軍혼합 및 정보기관주도형으로 나뉠 수 있는데, 미국을 제외한 G7국가들은 모두 경찰주도형 경호체제를 유지하고 있다. 또한 경호기관 역시 권력기관이 아니라 전문공무원조직으로서의 위상을 갖고 있다. 요인경호에 일익을 담당하는 한국경찰의 경우, 본질적 직무임에도 불구하고 수십년 동안 직무수행에 있어서 주도적 위상을 갖지 못하다보니(2, 3선 근무), 직무에 대한 전문성, 인사관리, 처우면에서 경호실과 비교될 수 없는 처지에 놓여있다. 이에 따라 한국 경찰에서는 경호직무를 실질적 의미, 본질적 경찰직무로 인식해야 해야 하며, 분산된 경찰경호조직을 통합 운용함으로써 비용을 절감하고, 직무전문성 향상을 위해 전문경과제의 도입이 요구됨과 동시에 인사관리의 효율성과 전문성을 도모해야 한다. 뿐만 아니라 경호직무 수행상 개선이 필요한 관련법규는 관계당국과 협의하여 조속하게 현실에 부합될 수 있도록 해야 하며, 더 나아가서 경찰조직이 경호직무를 주도적으로 수행할 수 있는 역량을 축적하여 장기적 과제를 달성할 수 있도록 노력해야 한다.

영문 초록

Traditionally, keeping the public peace and order maintenance are the core mission of the police. There are many different VIP security systems in the world according to their historical and political background, for example, police initiated model, military forces, police and military mixture or intelligence organization, etc. As a whole G7 countries excluding U.S.A., most of them adopted police initiated model for VIP security. During the modernization era, the continental law and police system had much influenced on Korean. According to the material police concept from the standpoint of continental view, VIP security duty fundamentally belongs to the ordinary police. So from 1894 to 1960, the duty of VIP security belonged to the general uniform police function. However, through the political upheaval(5.16 Revolution) in 1961, special security forces which were strongly oriented to military took over the duty of ordinary police in Korea. At that time the Korean Presidential Security Service(PSS) was modelled on U.S.A. Secret Service. Nowadays Korean PSS which is formally different from the ordinary police initiatively perform it's security mission. The Korean police perform their security mission on VIP secondarily, even though they have much more responsibility for that than any other governmental organizations. Today the role of police in VIP security is regarded as very important thing. So the security officers' duty specialization, it's effectiveness, and improvement in personnel management are heavily needed. Especially, the police reorganization on VIP security is also strongly required. In my essay, I have introduced the origin of Korean policing on security duty and comparatively analysed the G7 countries' VIP security system. Through this study I am going to suggest more reasonable police organization which is responsible for VIP security.
