북한 호위사령부의 경호제도 변화에 대한 고찰

국문 초록

북한의 국방위원장은 나라의 방위력과 전반적 국력을 조직ㆍ지배하는 국가의 최고기관의 장으로서 정치ㆍ경제의 총체를 지휘ㆍ통솔하는 막강한 국가수반의 지위에 있다. 이와같은 법적지위에 있는 국방위원장의 경호를 호위사령부에서 담당하고 있는데 최근 ① 5선 경호개념의 운영, ② 경호조직의 군사력 집중, ③ 심기경호에 의한 건강관리, ④ 경호기법의 다양화, ⑤ 경호 정보 및 보안체계의 강화 등 일련의 경호제도가 바뀌고 있는 것으로 나타났다. 북한이 아직도 테러지원국가로 분류되고 있고, 핵 및 생화학무기의 개발로 우리나라를 위협하고 있을 뿐만아니라 군부의 권력집중 현상으로 인해 남한의 경호환경이 악화되고 있고, 또한 1,21 청와대 무장간첩사건, 버마 아웅산묘소 폭파사건, 8.15 육영수 저격사건, 대한항공기 폭파사건 등이 북한에 의해 암살 및 테러를 가해왔던 과거의 역사적 사건들로 비추어 볼 때, 이에 대한 대응책이 강구되어야 한다는 필요성이 제기되었다. 따라서 우리나라의 경호체계를 ① 3선 경호개념에서 5선 경호개념으로 전환, ② 경호요원의 전문화를 위해 경호공무원의 조기 선발제도 도입, ③ 최첨단 경호정보수집 및 대테러장비의 보완, ④ 경호실무 중심 형태의 인력운영을 위한 경호ㆍ의전ㆍ비서의 통합적 맞춤형 경호체제의 도입 등을 통해 북한의 경호위해요소에 대하여 대응하여야 한다.

영문 초록

The purpose of this paper is to suggest the ways to develop the Security Science and a military countermeasure against North Korea, through the study about the security structure and the security operation for the National Defense Commission Chairman of North Korea to affect the security circumstance of South Korea. At first, in this paper, the theory of the security and security systems of the presidential security services in foreign countries are described, and the characteristics of North Korea such as his legal status, the security system, the structure and the personnel management of the Security Service, the security operation, the security intelligence, the security and the report system are studied through documental researches. In particular, government organizations and authority structures of North Korea seem to be externally in the form of the separation of the three powers. Yet, actually everything is controlled by the military authority centralized to the National Defense Commission Chairman and Chosun Labor Party. In this paper, the ways to develop the security in the systematic, the managerial and the academic way are suggested as follows: First, in the systematic way, the current system of the 3 line security adopted in western countries including the United States of America is to be converted to the system of the 5 line security that North Korea applies originally, and the system to preselect the security personnel tentatively is necessary for the specialization and the elitism of the security. Second, in the managerial way, to achieve the scientific security, up-to-date equipments digitalized to collect the security intelligence such as the device attached to the train of the National Defense Commission Chairman of North Korea is to be loaded in the exclusive security vehicles(the car, the train, the helicopter and so on) for the VIP, and the economical management of the security structure such as the expansion of the employment of female security guards and the introduction of the customized security system is to be required. Third, in the academic way, this paper proposes to commit the training of security personnels and the in-service to higher education institutions (universities or colleges) for the specialization of security guards and to include the Security Science and the Security English in the subjects for the test to employ security guards in Public Service, in order to improve the foreign language ability of security guards and their fundamental knowledge related with the security science.
