양양 산불사고의 대응사례를 통해 본 한국 위기관리행정의 문제점

국문 초록

우리나라는 전 국토의 65%가 산지이고, 97%가 입목지로서 낙엽 등 가연성물질이 많이 싸여 있으며, 산림구조가 불에 잘 타는 침엽수가 많다. 또한, 산악형 산림으로서 연소진행 속도가 빨라 산불 발생시 급격하게 불이 확산되며, 봄철의 건조성과 강한 계절풍으로 인해 산불에 취약한 구조를 가지고 있다. 최근에는 주5일 근무제가 확대됨에 따라 산을 찾는 인구가 늘어나 공휴일과 연휴 등 특정기간에 산불이 집중적으로 발생할 우려가 높은 실정이다. 이런 상황에서 지난 2005년 4월 4일 발생한 양양 산불화재 사고는 인명피해는 없었지만 많은 피해를 남기고 진화되었다. 본 논문은 2005년 4월 4일에 발생한 양양 산불화재 사고를 통해서 나타난 한국 위기관리행정의 문제점을 분석한 것이다. 최근 우리나라는 과거 발생한 재난사례들로부터 효율적으로 학습효과를 거두지 못했고, 왜곡된 재난관리와 방재의식으로 인해 국민의 생명과 재산을 빈번히 발생하는 재난 앞에 무방비상태로 드러나게 만들었다. 정부의 허술한 위기관리 대책은 사고를 대형화시켰으며, 부족한 전문구조 인력과 열악한 구조장비, 긴급구조체계의 허술함은 많은 인명과 재산을 잃게 만들었다. 앞으로 산불 발생을 줄이고 산불 피해를 줄여 나가기 위해서는 무엇보다 건조기인 봄철, 특히 임내습도가 낮은 시기를 산불 발생 위험기로 인식하고, 이에 대한 적극적이고 시스템적인 대응이 절실히 요청된다. 따라서, 봄철 입산 인구에 대한 적실성있는 통제와 교육을 강화하고, 대 국민 홍보활동과 같은 사전대비 프로그램이 필요하다. 또한, 부득이 하게 발생한 산불에 대해서는 조기에 산불을 진화할 수 있는 조기발견 시스템의 확립과 진화 전문인력의 확보, 현대적인 진화장비를 갖춘 대형소방 헬기와 첨단장비의 확충 및 효율적인 진화전술의 개발 등이 필수적이다.

영문 초록

As society progresses and as technology improves and becomes ever more intricate and far reaching, the human species is confronted with increasingly diverse and numerous catastrophic events. Not so infrequently, unfortunately, the impact of either a man-made or natural disaster is compounded by the fact that policy makers have neither prepared themselves or the public to respond appropriately to a disaster once the tragedy has struck. The forest fire covered with forest gets increasing year after year in Korea. Forest fire damages have been drastically increasing unintentionally. The Gangwon-do land is consisted of about 81.6%, or 13,782 ㎢ of forests. Gangwon-do is very vulnerable to forest fire which causes to heavy damage in Spring. In these contexts, this study analyze the problems of emergency management system in Korea, with the case of forest fire in Yangyang-gun. Emergency management is the discipline and profession of applying science, technology, planning, and management to deal with extreme events that can injure or kill large numbers of people, cause extensive damage to property, and disrupt community life. When the primary function of government is to protect lives and property of citizens, emergency management should be included in the mainstream of public administration and many hazard countermeasures should be carried out for that purpose. And, this article suggest the establish ways and means needed to improve the emergency management system in Korea with the case of Yanygang forest fire. Several strategies of forest fire emergency management in this article can be summarized as follows : the government should recognize its primary function of protecting its people from hazard and should be proactive, not reactive to emergencies. Also, the forest fire prevention organization should be expanded and rebuilt. The establishment of emergency management organization is required to effectively cope with prevention of the forest fire and to cooperate the system between diverse divisions. And, the forest fire prevention personnel need continuous training and must keep fully apprised of all possible hazard effects, understand how these effects can affect their operations. The forest fire prevention equipments and training program is inevitable factor in order to respond the various forest fires effectively.
