국문 초록

국가의 근간은 지적, 즉 토지등록에서 출발한다고 할 수 있다. 현재 남한의 토지등록제도는 선진국 수준인 반면, 북한의 경우는 실태조차도 파악하기 어려울 정도로 폐쇄적이고 자료제공 과 정보의 공유가 거의 없는 실정이다. 이러한 상황에서 분단의 과정을 극복하고 사회주의 체제를 유지하면서 토지개혁을 통해 토지시장을 개방하고 있는 베트남의 토지등록제도의 변화와 이와 관련된 토지의 역할 변화는 통일한국에 시사하는 바가 크다고 할 것이다. 베트남과 북한은 사회주의 국가라는 것 이외에는 국민의식, 개방정도 등에서 유사한 부분이 거의 없는 것은 사실이지만, 베트남이 북부, 중부, 남부라는 세 지역으로 분리되어 있던 문화적 이질감과 체제의 불일치 등을 극복하고 개방정책을 통해 산업화 및 현대화를 추진하고 있다는 점에서 사회주의 체제인 베트남의 토지등록제도를 포함한 토지정책은 앞으로 미래의 통일한국에 있어서 북한체제의 토지등록제도를 재편 또는 변화하기 위한 방안을 고려하는데 있어 많은 시사점이 있는 것으로 연구되었다.

영문 초록

It is no exaggeration to say that the foundation of a nation is built on cadastre, the land registration system. While the land registration system of South Korea is at the level of the most of the developed nations, it is almost impossible to find out any relevant documentation or information in North Korea due to its seclusive foreign policy, not to mention the real condition of the system. At this critical moment, the change of the land registration system as well as the change of the role of land in accordance with the system in Vietnam, which has opened its land market through land reform while maintaining the socialist system after overcoming its national division, has enormous implications for the two Koreas after their reunification. It is an undeniable fact that Vietnam has few in common with North Korea in terms of the national consciousness, the extent to which the nation opens its boarders, markets and so on, but the land policy of the socialist Vietnam, which includes the land registration system, has great implications for the reunified Korea in the future in drawing up measures to reorganize and change the land registration system of North Korea in that Vietnam has been pushing forward industrialization and modernization through the current open-door policy since it overcame the discrepancy of the cultural difference and contrasting political systems due to the regional separation in the three regions, the northern, central and southern parts.
