고령화사회의 노인고용정책 방향에 관한 연구

국문 초록

1997년 경제위기 이후 구조조정과정에서 조기퇴직과 정리해고 등이 성행하게 되면서 고령자의 취업이 더욱 어려워지고 있다. 이와 같은 노동시장의 상황에서 고령자의 취업 및 재취업을 위한 정부의 고용정책수단은 실효를 거두지 못하고 있다. 이러한 문제인식을 바탕으로 본 논문에서는 고령자의 고용을 촉진하기 위한 정부 정책의 기본방향으로 유연안정성(flexi-curity)을 주장하며, 이를 뒷받침할 수 있는 정부의 정책대안을 다음과 같이 제시하고 있다. 첫째, 고연령층의 다양한 취업욕구에 대응하기 위해서는 임시적, 계약직, 시간제직, 일용직 등의 다양화된 유연적 고용형태를 적극적으로 창출하여야 한다. 동시에, 유연적 일자리가 고령자들에게 직업으로서의 가치를 지닐 수 있도록 열등처우금지원칙과 근로시간비례원칙을 근간으로 한 고용 및 사회보장 제도를 통하여 이들을 보호하여야 한다. 특히, 고령자를 위한 사회보장체제를 확립하기 위하여 국민연금과 공공부조제도의 개혁이 시급하게 이루어져야 한다. 둘째, 유연화를 지향해 가는 노동시장의 현실을 고려할 때, 수요측면의 노동시장정책은 규제중심의 정책에서 탈피하여야 한다. 공공 부문에서 고령자들을 위한 다양한 유형의 일자리를 창출, 다양한 근로유형의 유연 고령근로자를 고용하는 기업에 대한 정부 보조금의 지급, 고용에서 연령차별금지 등을 추진하여야 한다. 셋째, 고령자의 고용을 촉진하기 위한 공급측면의 노동시장정책으로 고령자의 직업훈련과 취업 알선사업을 강화하여야 한다. 고령자를 위한 직업훈련이 미미한 현실을 고려할 때, 먼저 고령자 직업훈련을 위한 법률을 새롭게 제정하고, 지역사회별로 직업훈련체계를 마련해야 한다. 고령자의 직업훈련 참여를 유인하기 위한 보조금제도를 확대하고, 단기적응훈련은 지역사회 내 고령자에 대한 일자리 공급현황을 고려하여 적합직종을 선정하고 훈련프로그램을 개발하며, 훈련참여 인원도 단계적으로 확대할 필요가 있다. 한편, 고령자 고용알선 기관들의 기능을 강화하기 위해서 고령자 고용알선업무를 특화하며 조직의 역량을 높일 수 있는 전문인력이 충원되어야 하며, 고령자 취업알선 기관들간의 연계성을 확보하기 위한 정보체계의 구축이 필요하다.

영문 초록

As the early retirement and layoffs have been prevalent in the process of structural adjustment since the financial crisis in 1997, the aged p p l e have had chfficulties being employed. The policy instruments of the goverrunent have not taken effect for the employment and re-employment of the aged people. From this, the study argues the flexi-curity as the goal of the employment policy of the aged people and explores the policy instruments to realize the flexi-curity. First, the flexible jobs such as temporary work, contractual work, par-time work, and daily work should be encouraged to respond the various employment needs. At the same time, the sccial security and employment protection for the aged people which is based on the equity principle and the proportionality principle should be accompanied for the flexible jobs to be regarded as a descent job. The Nation Pension Program as well as the public assistance programs should be reformed to establish the sccial security system for the elderly in an adequate level. Second, regarding demand-side policies of the labour market, the government should break from the regulation-centered policies. The following measures are suggested the creation of various jobs in the public sector, the provision of the subsidies for the employer who employs the various flexible workers, the abolishment of the age limit in the employment, and so on. Third, regarding supply-side policies of the labour market, the job training for the aged people and the job arrangement program should be strengthened. Granted that the job training for the elderly is negligible, not only the new law but also the new delivyer system should be arranged. The subsidies of the government need to be also expanded to attract the elderly into the job training program. The short-term adaptation program should be rearranged by the selection of suitable jobs under consideration of the job supply situations in the regional labour market. The number of the participants in the short adaptation program should be increased. Regarding the job arrangement program, the governrent should take professional persons in service. The webbased employment information system for the aged people will be also necessary for cooperation among the job arrangement service institutions.
