국문 초록

본 연구는 본격적인 지방자치시대의 전개를 앞두고, 지금까지의 지방정부의 노인복지서비스의 공급수준이 적정한 것이었는지를 점검해 보고자 하는 것인데, 연구대상은 85년 이후의 서울특별시의 노인복지서비스로 국한하였다. 그리고 이러한 연구목적을 위해서 노인복지서비스 공급수준을 노인복지서비스 수요 및 지방정부의 노인복지서비스 공급능력과 비교하는 방법을 선택하였다. 여기서 노인복지서비스의 수요측면을 구성하는 지표로는 노인인구 추이, 노인정 이용현황을 선정하였으며, 공급능력을 측정하는 지표로는 세입예산의 총규모, 지방세 규모, 재정자립도, 주민 1인당 총생산을 선정하였다. 그리고 공급수준을 나타내는 지표로는 노인복지 담당인력, 노인복지 담당조직의 위상, 노인복지예산규모, 노인복지시설과 급여를 선정하였다. 이 가운데서도 본 연구는 주로 노인복지예산 규모를 중심축으로 하여, 이를 수요지표, 공급 능력 지표, 그리고 예산 비목(費目)들을 비교하는 방법을 선택하였다. 이렇게 진행된 연구의 결과, 노인복지 예산의 규모는 증가속도면에서는 오히려 노인복지 수요와 공급능력을 상회하고 있으나, 절대규모면에서는 아직 영세성을 면하지 못하고 있으며, 구체적인 사용내역도 주로 경직성 경비에 충당되고 있음이 나타났다. 따라서 지방정부로서는 다양한 노인복지서비스를 개발하는 데 한계가 있으며, 궁극적으로는 적절한 복지행정을 구현하지 못하고 있는 것이다.

영문 초록

This article aims at analyzing the supply level of social welfare services for the elderly of Seoul Metropolitan Government specially focusing on the budget amount for the aged. For this purpose this article used the method to compare supply level of welfare service with the needs of welfare service and the supply capacity of local government. And this article selected proper indicators for the study. In the first place the need side of social welfare services for the elderly was composed of population growth rate of the aged, population growth rate using Hall for the Aged. And the indicators relating to supply capacity of welfare service were composed of gross budget amount, municipal tax imposition, gross regional domestic product per capita, and the level of financial autonomy. And the last, the supply level of social welfare services for the elderly was composed such indicators as budget amount of social welfare services for the elderly, the numbers of public officials and the size of municipal organizations relating to social welfare services for the elderly, and welfare service institutions for the elderly. Specially among these indicators this article focused on the change of budget amount of social welfare services for the elderly. Finally this article compared budget amount of social welfare services for the elderly with other indicators diversely.
