국문 초록

본 연구는 전국의 노인복지관을 대상으로 우편조사를 실시하여 노인복지관의 현황 및 문제점을 살펴보고 앞으로의 바람직한 발전방안을 제시하고자 한다. 조사 결과, 재정현황을 보면 정부보조금에의 의존도가 높고 지출 중 인건비가 상당 부분을 차지하고 있다. 한편 시설 종사자도 부족한 실정이어서 지역사회의 인적ㆍ물적 자원을 활용하는 방안이 필요하다. 실시되는 프로그램으로는 사회교육, 여가활동, 상담, 보건/의료 서비스 등 다양하나 노인복지관간의 차이가 큰 편이다. 앞으로 노인의 교육, 취미 등의 욕구는 증가될 것이므로 소규모 단위의 프로그램 활성화, 보건, 정보, 상담 서비스 강화 등 지역노인의 다양한 욕구가 반영되어야 한다. 또한 급증하고 있는 노인복지관의 협의체를 결성하여 운영지침서, 정보교환, 프로그램 개발, 실무자교육 등 당면한 과제를 풀어나가야 할 것이다.

영문 초록

This study on the welfare centers for the elderly was conducted by using mailed self administered questionnaires at a national level. The study examines current conditions and problems of welfare centers for the elderly and makes suggestions for the future. The results can be summarized as follows: 1. Welfare centers are heavily dependent on government subsidies and a major portion of expenditures goes to personnel expenses. 2. Due to the shortage fo employees in the centers, the utilization of human and material resources in the community is needed. 3. Welfare centers for the elderly provide lots of programs such as educational programs, leisure activities, counselling, health related services, and etc., but there are variations in the programs among the centers. 4. In the future, the need for education and leisure activities of the elderly is expected to increase. Therefore, the diverse needs of the elderly in communities should reflect by developing various programs for a small group. We need to develop programs such as health related services, information referral, and counselling services. 5. To deal with the rapid growth of welfare centers for the elderly, a council of representative from welfare centers for the elderly should be organized to solve the present tasks such as publication of administrative guidelines, exchange of information, program development, education for practitioners.
