안보위협 변화에 따른 대테러 발전방향에 관한 연구

국문 초록

전통적 안보개념의 특징은 군사적 위협이 국가 안보문제 발생의 주요인으로 인식되었지만 구소련 붕괴이후 정치적ㆍ경제적 환경 등의 변화에 따라 전쟁 가능성은 낮아진 반면 비정규전의 가능성은 높아지고 있다. 군사적 위협보다 더 심각한 것은 다양한 형태의 테러 때문에 국가안보 대비의 방향성이 불확실한 실정이며 특히, 테러는 예측하기 어렵고 사후조치 위주로 진행되기 때문에 효과적인 테러 대비 체계 구축과 작전수행방안을 설정하기가 어려운 실정이다. 이러한 국가 안보환경의 불확실성으로 인해 국가안보의 중심적인 수단이 되었던 군과 경찰의 유기적인 협조체계가 필요한 시점에 와있다. 만약 테러사태가 발생하면 국가적인 위기상황으로 인식하고 국가의 전 역량을 집중하여 이를 사전에 예방하고 그 피해를 최소화 하는데 노력을 경주해야 한다. 따라서 변화하는 안보위협에 국가안보의 핵심수단인 군과 경찰이 대테러작전을 수행하는데 지원체계의 실태를 분석하여 협조체계 향상방안을 몇가지 도출하여 제시하였다. 첫째, 대테러 대응관련 법적ㆍ제도적 보강과 둘째, 대테러작전 지휘체계 정립. 셋째, 대테러작전능력 향상을 위한 교육훈련체계 구축. 넷째, 대테러작전을 위한 전문장비 확보 등을 통해 유기적인 군ㆍ경 대테러작전 협조체계로 국가 대테러 대응체계를 확립해야 하겠다.

영문 초록

The features of the traditional security are that military threat has been recognized as a major factor of national security issues. However, the war possibility has been lowered in the changes of political and economic environment after the collapse of the former Soviet Union while the possibility of unconventional warfare has been getting higher. It is more serious than the military threat that directional uncertain situation of the national security preparedness because of the various forms of terrorism. Especially, to build an effective terror preparedness system and set up measures to perform the operation are quiet difficult since terrorism is hard to predict and followed up with an action plan once it has happened. It is time that the organic cooperation system of the military and police, a central means of national security, is needed due to the fact of the uncertain environment of National security. If a terrorist situation occurs, it must be recognized as a national crisis and prevented inadvance, focusing all national capacity to prevent and minimize the damage. Here are the proposed measures to improve coordinate system derived from the analysis on the support system of how the military and police, the key means of national security in an ever-changing security threats, conduct counterterrorism operations. First of all, there should be legal and institutional reinforcements related to counterterrorism response. Second, command structures for counter-terrorism must be established. Third, counterterrorism training system for improving operational capabilities has to be built. Last but not least, a national counterterrorism response system should be established in the coordinate system of organic military and police counterterrorism operations through securing specialized equipment for counter-terrorism.
