영국 민간경비산업의 특징 및 시사점

국문 초록

이 연구에서는 영국 민간경비산업의 특징을 살펴보고, 미래지향적인 법제도와 정책 등 한국 민간경비산업의 발전방향에 대한 시사점을 찾고자 하였다. 시사점 및 발전방안은 다음과 같다. 첫째, 영국과 같이 우리나라도 이 사회에 적합한 민간조사업을 도입하여 제도화시켜야 한다. 한정된 경찰력과 치안 수요에 대응하기 위해서는 민간조사업의 도입이 중요하다. 최근 고용노동부가 '신직업 육성추진계획'을 수립하고 여기에 포함된 민간조사제도에 대하여 법무부와 경찰청에서는 국민들에게 꼭 필요한 제도적 장치와 법안을 마련하여 민간조사업이 안정적으로 운영될 수 있도록 노력해야 할 것이다. 둘째, 영국은 경찰과 민간경비 상호간에 발생하는 여러 문제를 양자가 서로 협조하며 다양한 방법을 통해 해결해 왔다. '자치치안(self-policing)'의 전통이 강하고 지역사회의 실정에 맞는 다양한 프로그램을 활용했으며, 여러 단계의 협의기구를 적절히 활용하여 서로간의 현안문제 해결 및 이해증진을 위해 노력해 왔다. 우리도 공경비와 민간경비의 상호 파트너십에 대한 다양한 정책들이 마련되고 실행되어야 한다. 셋째, 영국에서의 민간경비산업은 정부의 규제정책에 따라 구체적이고 체계적인 관리시스템을 마련하고 있다. 특히 경비산업위원회를 통하여 민간경비 자격제도와 민간경비업체 인증제도가 운영되고 있으며, 각종 업무 영역별로 구체화된 자격증이 있고, 그에 대한 교육훈련제도가 포함되어 있다. 우리도 업종별 자격제도의 도입과 해당 업종에 적합한 고유한 교육훈련제도 및 프로그램 개발을 통해 전문성, 공공성, 투명성, 신뢰성을 향상시키는 노력이 필요하다.

영문 초록

The purpose of this study was to research the characteristic of UK private security industry and find out the implication for the developmental direction of Korean private security industry including the future-oriented legal system. The implication and developmental method are as below. First, like UK, Korea should introduce and systematize the private investigation business suitable for the society. Recently, the Ministry of Employment and Labor established 'the plan to promote the nurture of a new job'. Therefore, with regard to the private investigation business included in the plan, the Ministry of Justice and Police Station should establish the systematic tool and law required for people and make efforts for the stable operation of private investigation business. Second, in UK, police and private security industry have cooperated mutually to solve various problems through various methods. In UK, the tradition of self-policing has been very strong, various programs suitable for the situation of local society have been used and various councils have been properly used to solve the pending issue and improve interest. Korea also should establish and practice various policies for the partnership between public law enforcement and private security. Third, UK private security industry has established specific, systematic management system according to the regulation policy of government. Especially, 'compulsory licensing scheme' and 'approved contractor scheme' have been operated by SIA. There are specific license by various work areas and related education & training system is included there. Korea also needs to introduce the licensing system by industry and improve speciality, publicity, transparency and reliability through unique education & training system and program development suitable for the industry.
