해상테러리즘의 발생원인과 대응방안

국문 초록

한국은 월드컵 개최와 핵 안보회의 등과 같은 국제행사를 통하여 시간이 갈수록 국제적인 위상이 높아지고 있다. 이는 국제 테러조직에 표적이 될 수 있음을 반증하는 결과이며, 3면이 바다로 둘러싸여 있어 국제 무역에 대한 해상운송 의존도가 매우 높아 해상테러리즘에 대한 관리가 시급한 실정이다. 그러나 한국은 아직까지 해상테러리즘에 대한 전문인력과 장비가 부족하고 국제적 협력과 공조체계가 미흡하여 해상테러리즘 발생 시 2차적인 피해가 예상된다. 따라서 본 논문은 해상테러리즘의 주요 사례와 그에 대한 파급효과를 살펴보고 한국의 해상테러리즘에 대한 대응 실태와 문제점 등을 파악하여 보다 실제적인 해상테러리즘에 대한 정책적 제안과 대응 방안 및 해상테러 피해자에 대한 구제책 마련에 대한 방안을 제시하도록 하겠다.

영문 초록

South Korea is raising its status as time passes through international events and conferences such as World Cup and Nuclear Security Conference. This can be disproved that South Korea can be the target of international terrorist organizations. Also, maintaining against maritime terrorism is urgently needed because it is so high dependence on marine transportation using by sea on three sides. However, South Korea is still a lack of professional personnel and equipment and the lack of international cooperation and coordination system, so it is expected to harm secondary damage by maritime terrorism. Therefore, it is necessary to ensure expertise, have equipments with support for terrorism, establish risk management and terrorism departments at each college and graduate school, and connect research with policy proposals for maritime terrorism. And also necessary to provide a remedy for the social life for maritime terrorism victims.
