고령화 사회의 체계적 노인수발 방안

국문 초록

본 논문은 현재 논의의 초보적 단계에서 몇몇 학자들에 의해 소개된 독일 수발보험(Pflegeversicherung)의 정책적 실제 경험과 학문적 모델들의 기본적인 줄거리를 점검함으로써 독일의 이러한 경험을 아직 틀의 윤곽조차 보이지 않는 우리 나라 노인수발의 정책 혹은 학문적 체계수립에 하나의 기폭제로 삼고자 하는 의도에서 작성된 것이다. 물론 독일의 수발보험이 지상 최대의 노인수발 문제 해결책이 아닐 수 있으며 문화적ㆍ사회적 기반이 다른 우리나라에게는 더욱 더 그럴 수 있다. 하지만 최소한 참고와 자극은 될 수 있을 것이다. 수발보험이 제대로 연구되고 제도화되기 위해서는 관심 있는 학자들을 중심으로 인접 학문과의 협력을 바탕으로 한 학문적ㆍ이론적 틀이 마련되고 다시 이를 바탕으로 현실적, 정책적 실천방법이 모색되어야 할 것이다. 특히 노인 수발의 경우 일반 사고로 인한 장애인의 수발과는 기본적으로 성격이 다르기 때문에 노인수발 특유의 의학적ㆍ이론적ㆍ정책적 배려가 필요하다고 하겠다. 그런 의미에서 본 논문에서는 고령화 사회에 접어든 우리 나라의 실정에서 시급하게 요구되는 수발문제와 관련한 이론들을 소개하고 실제로 국가 차원에서 사회보험으로서의 수발보험으로 실천되고 있는 독일의 노인수발 예를 점검하여 보다 구체적인 토론의 빌미를 제공하고자 한다.

영문 초록

This study is to examine the German experience of long-term care from which we can learn some lessons to develop care insurance for the Korean elderly. In Germany the basic framework of social policy for elderly has emphasized the personal care to maintain autonomous life in an old age. Like other western countries, German elders prefer to stay in their own homes and, if necessary want to be cared by their family members or relatives instead of moving into the institutions. Thus the aging policy is to keep the elderly persons at home providing various community support and home care services to prevent them from institutionalization. Care insurance of Germany is inclusive to serve both the elderly and the non-aged as well, though the majority of customers are the elderly people, the older members of care insurance receive regularly either the money or a service based on their assessed needs measured by a term of professional experts in gerontology. Healthy elders are also covered by the care insurance to make use of social and leisure activities and keep an active and satisfying life in later years. Some of the additional benefits are the subsidy for rebuilding or redecorating house and a help-line service for the elderly. It has been six years since the inception of care insurance in Germany. However, some issues regarding care insurance are still remain to be resolved to assure the quality of service provided by the family or relative care givers and share the financial burden by both public and private sectors. The number and care needs of elderly population in Korea are increasing rapidly, for which we need to develop long-term care policy and programs. German experience of care insurance can give us some ideas, methods and guidance in forming proper care system for the elderly in Korea.
