가정봉사원파견센터의 연계구조 및 연계요인 분석

국문 초록

본 연구는 부산시의 가정봉사원파견센터 20개소의 서비스 담당자를 대상으로 재가노인을 위한 서비스 현황과 서비스 연계망의 구조를 분석하고, 서비스 연계와 상관관계를 가지는 요인을 탐색하였다. 분석결과 첫째, 가정봉사원파견센터들은 가정봉사 중심의 서비스를 제공하고 있고, 대부분의 센터를 기존의 사회복지기관에서 위탁 운영하고 있어 가정봉사원파견센터 이외에도 재가복지봉사센터를 통해 식사배달서비스와 말벗, 상담 등의 서비스를 제공하는 있다. 둘째, 가정봉사원파견센터는 대체로 18개 유형의 기관들과 연계를 맺고 있었는데, 연계의 내용은 주로 서비스 교류와 정보 교류가 주를 이루었고, 상대적으로 전문가 교류는 부족한 편이었다. 빈번하게 연계를 맺는 기관은 치과의원, 동사무소, 119구조대, 입소시설(양로원) 등으로 치과의원을 제외하면 모두 공공기관이었다. 근접중심성이 높은 기관은 동사무소, 보건소, 119구조대, 치과의원 등이었다. 매개중심성이 높은 기관도 근접중심성에서 나타난 결과와 유사하여, 동사무소, 보건소, 119구조대, 자활후견기관, 입소시설, 치과의원, 개인후원자 등으로 나타났다. 셋째, 가정봉사원파견센터의 연계정도와 상관관계를 가질 것으로 예측되는 조직요인은 기관업무의 공식화 정도로 공식화 정도가 높을수록 연계가 원활하였고, 개인요인 중에는 재가노인업무만 담당하고 다른 업무를 중복으로 맡지 않는 경우에 연계가 더 잘 이루어졌다. 이상의 결과를 종합해보면 부산지역의 가정봉사원파견센터는 지역사회의 여러 관련 기관들과 연계하고 있지만 공공기관과의 연계가 더 밀접한 반면, 민간기관과의 연계는 긴밀하지 못한 것으로 나타났다. 특히 연계기관들을 망라하는 사회적 지지체계의 구축이 바람직하다는 관점에서 볼 때, 전문적인 민간기관이나 후원자와의 연계는 상대적으로 긴밀하지 못하여 향후 장기요양보호(long-term care)가 실시되면 다양한 자원간의 연계를 촉진할 수 있는 전략이 모색되어야 할 것이다.

영문 초록

This study analyzes the current services for the in-home elderly and the structure of service network, then examines the factors affecting networking itself. The results of analysis would be summarized as follow; First, it is revealed that being run by local social welfare facilities, most of home helper service systems provide not only home helpers to in-home elderly, but also various in-home services such as meal delivery, being chatting friend, and counselling. Second, home helper service system usually involves with 18 systems in network to mostly interchange service itself and information, unlikely engaging professionals. It is found that within service network, dental clinic, village office, 119 emergency, and nursing home have high degree centrality. It is also found that village office, public health center, 119 emergency, dental clinic have high closeness centrality. As high betweenness centrality agencies, there are village office, public health center, 119 emergency, self-supporting service organization, living institution, dental clinic, and private sponsor. Third, among factors affecting the network of home helper service systems, it is revealed that the degree of formality in regard to organization level is significant. In addition, network well functions under staffs who take full charge of in-home elderly services, not taking any other job duties or chores. It is true that although home helper service system in Busan has a network with various related agencies, networking centers around just formal and/or public agencies, not professional private sectors or sponsors. At this point, thoughtful strategies should be designed to include private and professional resources in strengthening service network for the future long-term care.
