국문 초록

최근 우리나라에서는 고령자들이 노년기에 ‘어디서’, ‘누구와’, ‘어떻게’ 사는 것이 바람직한가에 대한 대안을 모색하려는 연구에 관심이 모아지고 있다. 가장 합리적인 대안은 고령자들이 거주하던 지역에서 지속적으로 사는 것(aging in place)이다. 이를 위해 WHO에서는 고령친화도시의 가이드라인을 발표했고, 일부 외국도시들은 여기에 해당 지역의 특성을 감안한 지표를 추가하였다. 우리나라 선행연구에서도 WHO의 가이드라인 항목을 재구조화하여 특정 지역의 고령친화 정도를 파악하였다. 우리나라의 빠른 고령화에 대응하여 지역사회의 고령친화도를 높이기 위해서는 타당성이 확보된 지표가 개발되고 여러 지역에 적용해야 한다. 그러나 국내 선행연구에는 대부분 고령친화 지표개발을 위한 이론적 고찰과 지표개발 절차가 충분하지 않아 확대 적용하기에 한계가 있다. 본 연구에서는 이런 제한점을 고려하여 우리 사회에 적용가능한 고령친화 지표를 개발하고자 하였다. 먼저 이론적 논의로서, 고령자들의 세대간 연령통합을 위해 모든 세대가 더불어 사는 지역사회는 ‘공동체성’을 가져야 함을 제시했고, 노년학 이론에 근거한 지표영역을 도출하여 지표개발의 출발점이 되는 예비지표로 삼았다. 다음으로 노인 전문가 30명을 대상으로 델파이 조사를 실시하여 최종 지표를 선정하였다. 연구결과 4개 상위영역, 9개 하위영역, 총 29개 지표가 개발되었다. 마지막으로 AHP 분석을 통해 지표의 우선순위를 결정하였다. 후속연구로는 노인을 포함한 공동체 구성원들을 대상으로 측정가능한 수준의 지표개발을 제안했고, 지표개발 과정에는 한국사회의 특성과 지역간 다양성이 반영되어야 함을 강조하였다.

영문 초록

There has been a growing concern for constructing an ideal community for people in late adulthood. One possible alternative is Aging-in-place(AIP), which has been a central issue in the recent gerontology area. WHO had established a guideline for AIP. In addition, several foreign cities created indicators that reflect their regional characteristics. The previous studies also restructured the WHO guidelines to evaluate elder-friendliness of a community. However, these studies have limitations in theoretical background and adequate processes of developing indicators, and therefore it is difficult to generalize the output. In order to respond to aging society and to improve elder-friendliness of a community, elder-friendliness indicators with sufficient validity need to be developed. In this regard, this paper aims to develop indicators to evaluate elder-friendliness of our society. The major findings are as follows. First, as a theoretical consideration, we suggest that communities with all ages should have 'community spirit' for age integration. Also, four categories of the elder-friendly community are derived, which is the basis of indicators. Second, thirty gerontologists contributed to develop an indicator of elder-friendliness of a region by using Delphi method. As a result, the indicator consisted of four major-categories, nine sub-categories, and 29 specific indicators. Finally, we established the priorities of the indicators by developing weight through Analytic Hierarchy Process(AHP). We suggest that future research should focus on creating more measurable indicators that can apply to members of community including the elderly. It is also important to note that unique characteristics of Korean society and regional diversity should be reflected in that process.
