국문 초록

본 연구는 대학 교육역량강화 지원사업 선정대학간의 상대적 효율성 분석을 실시함으로써 향후 사업 운영에 주는 정책적 시사점을 도출하는데 목적을 두고 수행되었다. 이를 위해 각 사업의 성과를 효율성의 관점에서 분석할 수 있는 모형을 설정하고, 자료포락분석(DEA)을 적용하여 각 사업별 효율성을 3개 연도별(2009~2011)로 평가ㆍ비교 분석하였다. 또한, 선정대학간 효율성 차이에 영향을 미치는 지표 분석을 위해 로지스틱 회귀분석을 실시하였고, 토빗모형을 통해 설립유형과 소재지, 규모 변수가 효율성에 미치는 영향을 분석하였다. 분석결과를 바탕으로 대학 교육역량강화 지원사업의 선정기준, 선정지표, 선정대학수 등에 대한 논의와 시사점을 제시하면 다음과 같다. 첫째, 현재 대학 교육역량강화 지원사업의 선정 기준은 현재와 같이 수도권과 비수도권으로 지역을 구분하고 국ㆍ공립대학과 사립대학을 별도로 구분하여 선정하는 기준은 당분간 유지하는 것이 바람직하다. 둘째, 상대적으로 효율성이 낮으며 참조횟수도 낮은 비수도권 소재 대학들의 효율치를 높일 수 있도록 지방소재 대학의 특성 및 강점을 반영한 재정지원 방식의 전환이 필요하다. 셋째, 대학 교육역량강화 지원사업 선정시 포뮬러에 포함되는 선정지표는 교육역량과 관련있는 교육과정 및 학사과정 등의 과정적 지표 비중을 높이는 방향으로 운영되어야 한다. 넷째, 사업 선정시 대학수를 정하는 것은 바람직하지 못하다. 대학의 교육역량은 어느 한 대학, 선정된 대학만 높여야 하는 것이 아니라 모든 대학이 함께 노력을 기울여야 하는 과제이기 때문이다.

영문 초록

This study was performed with the aim of eliciting policy-based implications of giving future project operation by carrying out analysis of relative efficiency targeting universities of having been selected in Educational Capacity Enhancement Project(ECEP) of universities. For this, it established a model available for analyzing performance in each project from the perspective of efficiency and DEA, thereby having evaluated and comparatively analyzed efficiency based on each project by 3-piece year(2009~2011). Also, it carried out logistic regression analysis for analyzing index of having influence upon DEA outcome, and analyzed influence of establishment type & location, scale variable upon efficiency through Tobit model. Suggesting discussions and implications about standard of selection, index of selection, and number of universities chosen in ECEP of universities based on the analytical results, they are as follows. First, it is desirable to divide the current standard of selecting ECEP of universities into capital area and non-capital area in region as now and to maintain the standard of selecting by separately dividing national & public universities and private universities for some time. Second, it is necessary for improving the index of selection of being included in formula given selecting ECEP of universities. As for the standard of selecting project, there will be a need of utilizing a strategy of proceeding with increasing weight of the condition index rather than the performance index. Third, the direction of operating ECEP of universities needs to be adjusted by process indexes of being agreed by each university. Fourth, it is not desirable to fix number of universities given selecting ECEP of universities. That is because the educational capacity of universities is a task for which all universities need to make an effort together, not what needs to enhance only any one selected university.
