초중등 장래 학생수 및 교원수 추정에 기반한 교원수급정책의 방향

국문 초록

본 연구는 통계청의 장래인구 추계자료, 주민등록상 지역별ㆍ연령별 인구수, 학교별 학생 수, 그리고 향후 교원수요에 영향을 미치는 주요 정책변수를 반영한 시나리오 분석법을 사용하여 장래 학생수와 교원수를 추정하였다. 본 연구는 지역별 인구의 동태적 변화, 지역과 학교의 특성, 정책 변수의 명시적 고려 등을 통해 시ㆍ도교육청 수준에서 뿐만 아니라 교육지원청과 학교 단위의 학생수와 교원수를 추정하였다는 점에서 기존 선행연구들과 차별화된다. 장래 학생수 및 교원수 추정 결과, 초등학생은 2010년 330만명에서 2020년 259만명으로 17% 감소하고, 중학생은 같은 기간 195만명에서 137만명으로 30% 감소하며, 고등학생은 같은 기간 196만명에서 127만명으로 35% 감소하는 것으로 추정되었다. 공립학교만을 구분해서 볼 때, 중학생과 고등학생은 같은 기간 26% 감소하는 것으로 추정되었다. 교원 1인당 학생수를 2020년까지 2008년의 OECD 평균으로 감축할 경우 초등 교원은 매년 1,760명을 증원시키고, 중등 교원은 매년 717명을 증원시켜야 하며, 퇴직 교원수까지 고려한다면 초등 교원 신규임용은 매년 5,000 여명, 중등 교원 신규임용은 매년 4,500 여명 수준인 것으로 분석되었다. 이상의 분석 결과를 토대로 향후 교원수급정책의 방향 설정에 필요한 시사점을 도출하여 제시하였다.

영문 초록

This study is to estimate the number of students and teachers in Korea for 2011 through 2030. We conduct the scenario analyses using future population estimates from Bureau of Statistics, resident registration data, and school statistics. Main contributions of the paper is the provision of estimate of students and teachers at the regional office of education level utilizing a dynamic change in population by provincial, regional and school characteristics, along with an explicit consideration of policy option about the teacher-student ratio. Our estimates are as follows. The number of students in elementary school is estimated to be decreased from 330 million in 2010 to 259 million in 2020, which indicates a 17% decrease. Middle school students decrease from 195 million to 137 million, a 30% reduction, while high school students decreases from 196 million to 127 million, a 35% reduction. The number of teachers is projected under the assumption that teacher-student ratio of Korea is reduced to the level of the OECD average of 2008 by 2020. In order to achieve the policy goal, both elementary and secondary school teachers are estimated to be increased annually by 1,760 and 717. The analysis shows that about 5,000 elementary teachers and 4,500 secondary teachers need to be hired annually considering the number of retiring teachers. Based on the result of the study, some implications for future teacher supply policy are drawn and presented.
