'현직효과이론'으로 본 제19대 총선 충북 선거

국문 초록

2012년 제19대 총선은 예상과 달리 새누리당이 민주통합당을 물리치고 사실상 압승하였다. 이러한 선거결과를 만들어낸 원인 중의 하나가 충북이다. 충북은 비록 선거구가 8개에 지나지 않지만, 제19대 총선에서 민주통합당은 6석에서 3석으로 반으로 줄어들었고, 새누리당은 이와 반대로 1석에서 5석으로 크게 약진하였다. 이 점에서 제19대 총선에서의 충북지역은 특별한 경우이다. 서울을 비롯한 수도권에서도 민주통합당이 예상보다 저조한 성적을 거두었지만 충북처럼 패배하지는 않았다. 이 글은 이러한 선거결과를 현직효과(incumbency advantage)이론으로 설명한다. 현직 의원이나 단체장들이 누리는 현직효과이론은 현직 후보의 제도적 이점이 선거에 유리한 영향을 미쳐 재선에 이르게 한다는 이론이다. 그러나 충북 선거에서는 현직 의원들이 현직효과를 거두지 못했다. 오히려 현직들에게 불리한 현상마저 나타났다. 새누리당이 제기한 '야당 심판론'이 그것으로 민주통합당 현직 의원들에게 상당한 타격을 주었다. 민주 통합당은 약 10여년 동안 충북에서 국회의원은 물론이고 도지사와 시장, 그리고 광역의원과 기초의원의 상당수를 차지하였다. 충북에서는 야당이 사실상 여당의 위치에 있었고 이를 새누리당이 '야당 심판론'으로 활용하였고, 그리고 성공하였다. 현직 의원들이 괄목할만한 업적을 산출하지 못한 현실에서 현직효과는 발생하지 않았다. 한편으로 충북은 다선 의원(3선 이상)을 좀처럼 배출하지 않는 지역정체성을 갖고 있는데, 이것도 '현직효과 없음'이라는 현상과 관련되는 부분이다.

영문 초록

The Saenuri Party won unexpectedly in the 19th general election, despite earlier forecasts of an overwhelming victory of the Democratic United Party. The result in Chungbuk Province is one of the causes of this election results. Although Chungbuk Province has only 8 election districts, the meaning is dented. Simply put, the seats in Chungbuk Province of the Democratic United Party has reduced by half from 6 to 3. But that of The Saenuri Party has sharply increased from 1 to 5. In this respect, the Chungbuk Province is special. The Democratic United Party was not defeated in the Capital regions including Seoul, although it did very poorly in election unexpectedly. This essay analyzes this election result in Chungbuk Province on the basis of incumbency advantage theory. This theory claims that the institutional advantage of incumbent lawmakers makes them reelection. But the effect of the 'incumbency advantage' that made incumbent lawmakers and local government heads unfavorable didn't take place in Chungbuk Province. The opposition party judgement theory of the Saenuri Party serves as the 'no incumbency advantage'. The Democratic United Party has commanded an overwhelming majority of lawmakers and governor and members of local assembly during the last decade in Chungbuk Province. In fact, the Democratic United Party was the ruling party in Chungbuk Province. The Saenuri Party exploits fully the poor performances of the Democratic United Party in this period. On the other hand, the election result in Chungbuk Province is worth to be remarkable in connection to the local identity which does not allow the more than third-term lawmaker.
