부산 북항재개발의 쟁점들

국문 초록

부산 북항재개발은 대한민국 최초의 항만재개발사업이다. 현재 우리나라에는 부산 북항을 포함해서 인천항, 광양항, 여수항, 목포항 등 14개의 항만이 재개발대상 항만으로 계획되어 있다. 부산 북항재개발의 내용, 사업방식, 진행과정 등은 다른 지역의 항만재개발에 준거틀이 될 것이다. 부산 북항재개발의 마스터플랜은 공론조사라는 시민참여의 과정을 통해 2007년 7월 확정되었다. 2011년 8월 GS건설컨소시엄이 우선협상자로 선정되었고, 2012년 2월 부산항만공사(BPA)는 민간사업자의 이해가 많이 반영된 안을 계획변경안으로 발표해서 부산 지역사회에 큰 논란을 불러 일으켰다. 부산 시민사회는 계획변경안의 배경과 내용에 대해서 강력히 비판하면서, 시민사회가 적극적으로 참여하는 라운드테이블의 구성을 요청했다. 2012년 6월 부산항만공사는 시민사회의 요청을 받아들여 라운드테이블을 구성했다. 지난 1년간 라운드테이블은 부산항만공사와 함께 계획변경안을 논의했지만, 아쉽게도 2013년 4월 부산항만공사는 라운드테이블과 최종합의 없이 해양수산부에 계획변경안 변경 승인을 신청했다. 이 글은 크게 네 부분으로 나누어진다. 첫째, 현재 부산 북항재개발 마스터플랜의 형성과정을 다룬다. 사회적 합의를 통해서 상업형 재개발이 아닌 친수형 재개발로 결정된 과정을 정리한다. 둘째, 북항재개발 계획변경안이 나오게 된 과정과 내용을 비판적으로 검토한다. 상부시설 민간사업자 공모과정의 퇴행성, 그리고 부산항만공사가 발표한 북항재개발 계획변경안의 문제점을 밝힌다. 셋째, 북항재개발 라운드테이블의 활동을 고찰한다. 성과도 있었고 한계도 있었다. 성과의 내용과 한계의 원인을 정리한다. 넷째, 부산 북항재개발을 위한 몇 가지 제안을 제시한다.

영문 초록

The redevelopment of north port in Busan is the first case of seaport redevelopment in South Korea. At present, there are 14 seaports in South Korea where the redevelopment planning process is going on. The contents, method, and process in the redevelopment of north port of Busan will be a very important framework in the other seaport redevelopments. The master plan of the redevelopment of north port of Busan was established in July, 2007. GS Construction(ltd) Consortium was selected as the priority bargaining partner in August 2011. The Busan civil society was shocked when Busan Port Authority (BPA) announced the change of the master plan in February, 2012, because the purpose of this change was to follow the interest of GS Construction(ltd) Consortium. Criticizing the change of the master plan, the Busan civil society asked BPA to establish a roundtable to discuss the master plan change. BPA accepted the roundtable in June 2012. This paper is divided into four parts. First, it deals with the making process of the present and original master plan of the redevelopment of north port of Busan. Second, it criticizes the background and nature of the change of the master plan which was announced by BPA in February 2012. Third, suggesting a concept of restricted achievement, this paper takes into account the discussions between BPA and the roundtable. Finally, this paper makes some suggestions for the future of the redevelopment of north port of Busan.
