사회복지서비스 이용자운동으로서의 발달장애인 부모운동 참여자들의 경험에 관한 현상학적 연구

국문 초록

이 논문에서는 활발한 활동을 통해 제도적 개선을 달성해가고 있는 발달장애인 부모운동을 사회복지서비스 이용자운동의 맥락 속에서 연구하였다. 현상학적 연구방법을 활용하여 6인의 부모운동 참여자들의 발달장애자녀 돌봄 경험과 부모운동 참여 경험을 행위주체자의 관점에서 분석하였으며, 그 결과 121개의 의미단위와 11개의 범주, 5개의 주제가 도출되었다. 5개의 주요 주제는 ‘자녀 돌봄에 갇힌 삶’, ‘사회적 시선과 제도에 대한 불신’, ‘현실의 변화매개체로서의 부모운동’, ‘사회의식과 개인적 성장의 계기로서의 부모운동’, ‘부모와 자녀의 독립’ 등이었다. 자료에 대한 분석 결과 나타난 경험의 의미와 구조를 발달장애자녀에 대한 인식 변화와, 발달장애자녀 부모로서의 자기정체성의 변화라는 두 가지 차원으로 구분하여 파악하였으며, 부모운동은 객관적 현실과 주관적 정체성의 변화의 계기이자 매개체로 해석되었다. 연구참여자들의 부모운동 활동과 경험은 주체의 참여와 조직활동을 통해 제도적 환경과 정체성을 동시에 변화시켜나가는 사회복지서비스 이용자운동의 특성과 일치하였다. 연구결과를 바탕으로 사회적 행위로서의 장애자녀 돌봄에 대한 인정, 부모의 경험과 존재를 존중하고 사회복지제도와 서비스 전반에서 동등한 참여를 보장할 것, 부모운동이 제기한 사회적 존재로서의 발달장애인의 정체성과 시민으로서의 권리를 보장할 것 등을 제안하였다.

영문 초록

The study aims to analyze the experiences of participants in parents' movement of children with developmental disabilities in the context of welfare service user movement which has achieved institutional developments through diverse activities. The experiences of caring and participation of 6 participants were analysed by using the phenomenological study method at the standpoint of active agency. 121 meaning units, 11 categories and 5 themes were derived from the data of in-depth interviews with the participants. The 5 themes are as follows: ‘trapped in caring a kid with developmental disabilities', ‘social perceptions and distrust on institutions', ‘parents' movement as a medium of change', ‘parents' movement as a source of social consciousness and personal growth', and ‘independence of child and parent'. The meanings and structures of the experiences were grasped by divided two dimensions, perceptions on her/his child and self identity as a parent. The main motivation of the changes was involvement in parents' movement, which was coincided with the most important characteristic of welfare service user movement. Several suggestions were presented based on the results of the study: recognizing parental care of disabled children as a social activity; respecting the parents' experiences and guaranteeing equal participation of them in social welfare systems; and guaranteeing the civil rights of the people with developmental disabilities as social existences.
