국문 초록

Historical memory can be effectively carried out by the memorial spaces and monuments. This paper has two purposes. The first is to examine the current status of memorial facilities associated with the Sakhalin Korean society, which has been on the verge of the maintenance and preservation of the collective memory. The second is to give a developmental proposal on the current state of crisis. For these purposes, with the examination on overall governmental policy of Russia on cultural heritage of ethnic minorities at first, the author points out what should be noted when composite a commemorative space of Sakhalin Koreans. The existing monuments and memorial spaces in Sakhalin on the history of Korean have remains and messages too poor to pass on collective memory. A more serious problem with it, it is visible large limit to approach considering the cultural and historical context of the local area. To have a contextual view requires a basic understanding for the function of memorial facilities and legal system of the region in which the memorial space will be located. Clearing the multi-ethnic principle of sovereignty, as core elements to strengthen the community property, the Russian Federation emphasizes as its main cultural policy on the equality of ethnic minorities and the recognition of the right of cultural preservation. It provides a favorable background to Korean society in Sakhalin for the regeneration of the collective memory through memorial spaces. As suggestion author notes the following: When scheduled to make a memorial space the most urgent task is considering in a top priority historical and cultural context and legal system of the local area, and showing clearly through the memorial facilities the concreteness and narrative structure of history of Sakhalin Korean.

영문 초록

歴史的な記憶は、歴史記念物と記念空間により効果的に遂行できる。この論文の目的は、共同記憶の維持と保存における危機に直面したサハリン韓人社会の現況と関連記念施設の実態を検討し、発展的な提案をなすことである。このために、まずロシアの少数民族の文化遺産に関する全般的な保存政策を検討した上で、サハリン韓人の記念空間を造成する際、留意すべき点を指摘し、大きな枠からみて発展的な提案をなそうとした。 サハリン現地における既存の韓人史に関する記念空間及び記念物には、共同記憶を伝えるには関連遺物やメッセージが遥かに欠けている。それと共に、より深刻な問題とは、現地の文化や歴史的な脈絡を十分に考慮したアプローチが為されてない限界が大きく見えている。脈絡的なビューポイント確保するには、その記念空間が位置した地域の法的体制と記念施設に対する基本的な理解が求められる。ロシア連邦は、主権の多民族原則を明らかにしている故に、共同体性を強化する核心要素として、少数民族の文化保存権の認定と平等性を主な文化政策として実践しているので、記念空間を通じた韓人社会の記憶の回生には有利な背景を提供している。 以上の点を検討した結果、研究レベルで提案するのであれば、記念空間を立てる予定の現地の法的なシステムと歴史的・文化的な脈絡を最優先にして考慮すること、そして記念施設を通じて韓人史の具体性と敍事構造をはっきり見せることが至急の課題であろう。
