한국과 네팔의 특수교육 전문가가 인식한 네팔 특수교육 실태 및 교육협력 요구

국문 초록

국제개발협력 분야에서 소외계층을 포함한 모든 아동의 기초교육이 강조되고 있는 시점에서 장애아동을 위한 교육기회의 마련은 전 세계적으로 매우 중요한 부분이다. 국제개발협력분야에서 도움을 주고받는 파트너 국가 간의 의견을 수렴하여 협력계획을 수립하는 것은 그 효과성을 극대화하기 위한 필수적인 사항이라 할 수 있다. 따라서 본 연구는 한국과 네팔의 특수교육협력 계획 수립을 위하여 양국의 특수교육 전문가가 인식한 네팔의 특수교육 실태와 특수교육협력의 요구를 분석하였다. 77명의 네팔 특수교사 및 교육청관계자를 대상으로 설문조사를 하였고 7명의 한국정부파견 국제개발협력 전문가 및 특수교육분야 해외봉사단원을 대상으로 심층면담을 실시하였다. 연구결과 네팔의 특수교육 실태에 대해 네팔의 전문가들은 네팔정부차원의 지원과 단위학교 교육의 질, 교사의 전문성이 부족하다는 점을 지적하였다. 한국의 개발협력 및 특수교육 전문가들은 한국 교육협력의 효과성과 지속가능성에 대한 반성적 평가와 함께 특수교육 질적 향상을 위한 네팔정부의 정책적 지원 확대, 중장기 협력전략에 기반한 협력의 필요성을 언급하였다. 연구결과를 바탕으로 특수교육분야 국제교육협력을 추진하기 위하여 네팔현지 수요를 반영한 특수교육 협력계획이 시사점으로 제시되었다.

영문 초록

To build a cooperation strategy of special education between Korea and Nepal, this study examined the perceptions of Korea and Nepal special education experts regarding the special education status and cooperation needs in Nepal. 77 special education professionals(special education teachers and special education officials) from 9 regions of Nepal participated in answering questionnaire. Also, in-depth interview with 7 experts who were dispatched by South Korean government was conducted. According to the result of the survey and interview, special education professionals from both countries has pointed out a few things: lack of support of a central government, lower teacher expertise and insufficient legal system. Based on the current situation analysis, a variety of needs such as building teacher training program, developing national-wide curriculum and expanding social network among people with special needs were raised from both. Furthermore, the interview results show that ineffectiveness of the existing special education cooperation between Korea and Nepal. Cooperation strategic approach to promote educational cooperation by taking account of the current situation and development needs are suggested.
