국문 초록

본 연구는 터키의 특수교육 현황 및 정책을 살펴보는 데에 그 목적이 있다. 터키는 전체 인구의 99%가 무슬림인 대표적인 이슬람 국가로서, 이슬람은 종교적인 이데올로기를 뛰어넘어 교육ㆍ문화ㆍ사회의 전반적인 영역을 지배하고 있다. 따라서 본 연구의 부제로서ㆍ터키 이슬람 문화에 대한 이해ㆍ를 설정하고 그 핵심요소로 인간관과 지식관을 살펴보았다. 코란과 하디스를 근거로 하여 볼 때 삶을 대하는 선과 악의 기준은 여타 종교와 동일하다. 지식에 있어서는 코란을 암송하는 자체가 매우 중요한 종교적 행위로써 그 목적이 비록 알라에 대한 숭배와 복종에 있다할지라도 무슬림에게 있어서 지식은 매우 중요한 위치를 차지한다. 터키는 8년간의 의무교육을 실시하고 있으며 초등학교와 중학교가 분리되지 않는 기초학교(ilköğretim) 형태를 가지고 있다. 이것은ㆍ탈이슬람화ㆍ라고 하는 세속주의의 표명에서 비롯되었으며, 최근 논의되고 있는 교육개혁의 핵심 쟁점들 또한 이슬람 정책과 무관하지 않다. 특수교육에 있어서는 관련 법률과 통계자료를 근거로 하여 살펴 본 결과 특수교육 관련 법제와 실천적 상황과는 많은 차이가 있다고 보인다. 특수교육 관련 기본사항들은 교육법으로 규정되어 있으나 우리나라와 같은 특수교육 관련법들이 아직 정비되어 있지 않으며, 특수교육 수혜율과 교사 및 관련 서비스 전문가의 수급 등은 앞으로 터키가 해결해야 할 과제로 보인다.

영문 초록

The purpose of this study was to examine the state of special education and special-education policies in Turkey. Turkey is one of typical Islamic countries that Muslims account for 99 percent of the entire population. Islam is not one of mere religious ideologies but dominates this country across the board, including education, culture and society. Therefore 'understanding of Islamic culture' was selected as a subtitle of the study, and interpersonal relationships and view of knowledge were investigated as the core elements of Islamic culture. In terms of the Koran and Hadith, this religion is the same as other religions in terms of the standard of good and evil. As for knowledge, reciting the Koran itself is one of quite important religious behaviors, and knowledge is especially important for Muslims, though it just aims to worship and obey Allah. In this country, eight-year compulsory education is provided, and there is a new form of school called basic school(ilkogretim), which doesn't divide elementary and middle schools. This educational system is in line with the announcement of secularism that is named 'desislamisation,' and the recent controversial issues of educational reform has something to do with this Islamic policy as well. As for special education, relevant laws and statistical data were analyzed, and it seemed that there was a broad gap between the laws related special education and the reality. Unlike our country, there's no basic law of special education, though the basic regulations related special education belonged to the laws of education. How many people benefit from special education seems to be one of matters to which Turkey should pay attention, and how to foster special education teachers and experts seems to be another matter that needs immediate attention.
