한국내 다문화사회로의 전환에 따른 Lone-Wolf테러발생 가능성에 대한 시론적 연구

국문 초록

본 연구에서는 한국내 다문화사회의 전환에 따른 Lone-wolf테러의 발생가능성과 원인에 대하여 두 가지 범주로 나누어 한국내 자국민과 한국내 외국인, 이주민 또는 다문화가족 구성원에 의해 Lone-wolf테러가 발생되어질 가능성을 예측하여 살펴보고, 한국내 외국의 Lone-wolf테러 발생원인과 유사한 외국의 사례연구를 검토하여 이를 예방할 수 있는 대응방안을 모색하고자 하였다. 그 원인을 분석한 결과 한국내 다문화사회로의 전환에 따른 Lone- wolf 테러발생가능성은 존재하며 그 원인에 대한 공통점과 대응 방안은 다음과 같다. 첫째, 외국인과 이주민의 증가는 한국내 자국민과의 갈등을 초래하고 이로 인하여 외국인의 반한감정과 자국민의 반 다문화주의 확산을 유발시켜 물리적 충돌과 함께 Lone-wolf 테러가 발생 할 수 있을 것이다. 따라서 자국민에게는 다문화에 대한 인식의 전환과 개선이 필요하며 한국내 외국인과 이주민 그리고 다문화가정의 구성원에게는 이들을 실질적으로 보호할 수 있는 인종차별금지법 등의 법 제정 등 사회구조 정책의 변화가 필요하다. 둘째, 인터넷의 보급과 확산으로 전문적인 테러조직과의 연계를 통하지 않고도 테러에 사용할 수 있는 폭탄제조와 사이트의 개설 및 이용이 가능하기 때문에 Lone-wolf 테러의 발생이 더욱 용이해졌다. 이에 대한 대응방안으로 불법 사이트와 콘텐츠의 이용, 개설을 차단할 수 있는 법을 마련하고, 특히 청소년의 경우 유해한 정보에 대한 비판능력이 부족하기 때문에 좀 더 주의 깊은 학교와 당국의 관심이 필요하다. 셋째, 다문화사회로의 전환에 따른 다문화가정 2세들과 외국인의 증가는 주류사회 자국민과 여러 가지 갈등을 빚고 있다. 피부색, 언어 등에서 오는 사회적 편견과 차별은 그들을 외롭고 고립되게 만들며 반한 감정을 키우게 되고, 이는 불만을 누적시키고 더 나아가 테러로 발생될 수 있는 가능성을 높이게 된다. 따라서 서로의 갈등을 해결할 수 있는 사회 통합적 정책과 경찰의 다문화사회로의 전환에 적합한 대응 전략이 필요하다.

영문 초록

In this study, regarding the occurrence possibility and the cause of Lone-Wolf as conversion to multi-cultural society in Korea, we categorize the occurrence possibility of Lone-Wolf terrorism into two types, which can be made by koreans, foreigners, immigrants or members of multi-cultural family in Korea. We also examined the foreign case study which is similar to the cause of Lone-Wolf terrorism by foreigners in Korea, and try to find out the countermeasures that can prevent the terrorism. Our analysis has found that there are the occurrence possibility of Lone-Wolf as conversion to multi-cultural society in Korea. The similarities and countermeasures on the cause are as follows. First, the increasing number of foreigners and immigrants can make conflicts, and cause the foreigner's anti-korea feeling and the citizen's anti-cultural diffusion. They leads the Lone-Wolf terrorism with physical confrontations. Therefore, it is needed for the citizen to change and improve the awareness of multi-culture, and the change of social politics, such as legislation against racial discrimination, are needed for the foreigners, immigrants and the members of multi-cultural family to prevent them effectively. Second, the Lone-Wolf terrorism can be occurred because it is possible to make bomb and open web site for terrorism without connection with terrorist organization because of universal use of Internet. In response to this, it is needed to make a law which can block the use and open of illegal site and contents. Especially, for the teenagers, careful attention from school and the authority is needed to them as they lack the ability of criticism about harmful information. Third, the increasing number of multi-cultural family's children and foreigners has made several conflicts with leading society. The society prejudice and discrimination from skin color and language make them lonely and disassociated, and develop anti-korea feeling. This can accumulates complaints, even raise a occurrence possibility to terrorism. Therefore, social politics are needed to solve the conflicts between them and the police has to make countermeasures as conversion to multi-cultural society.
