초국가적 테러의 경제적 영향

국문 초록

경제적 관점에서 보면, 세계경제가 하나의 시장으로 통합되고 있는 현재의 상황에서 한 국가에서 일어난 테러는 일반적으로 타국 국민 및 재산에게도 영향을 주기 쉽다는 점에서 지금의 테러는 초국가적 외부성을 일반적으로 지니고 있다고 할 수 있다. 초국가적 테러가 경제에 미치는 영향을 미시 및 거시적 차원에서 분석될 수 있는데, 미시적 차원에서 초국가적 테러는 3개의 통로를 통해 직ㆍ간접적으로 개별 경제주체에게 경제적 영향을 준다. 첫 번째는 초국가적 테러로 인해 초래되는 직접적 효과로서 테러에 따른 인명살상, 시설파괴 및 그에 따른 생산중단 등의 재산피해가 이에 포함된다. 두 번째는 초국가적 테러위험에 대한 각 민간경제주체들의 반응행위와 그에 따른 정부의 정책대응으로 인해 발생되는 간접효과이다. 거시적 차원에서 보면, 초국가적 테러는 각 경제주체가 직면한 경제적 불확실성을 제고시킴으로써 거시경제적 변수에 구조적 충격을 줄 수 있다. 특히 정상적 경제활동의 억제를 통해 경제전체의 생산, 소비 및 투자를 위축시키고 자본시장에 부정적 영향을 줄 수 있으며, 거래비용의 증대를 초래하여 국제무역을 감소시키고, 정부 재정지출의 구성에 구조적 영향을 줄 수 있다. 초국가적 테러에 따라 유발된 새로운 안보위협은 이러한 미시 및 거시적 경제효과를 통해 국내 및 세계경제에 구조적인 변화를 미칠 수 있다. 초국가적 테러로 인한 국내외 경제의 구조적 변화는 궁극적으로 미래 불확실성을 높이고 지속적 경제성장을 저해함으로써 국민의 경제후생을 낮출 수 있다는 점에서 경제안보적 관점에서 초국가적 테러로 인해 초래되는 경제적 불안정성을 최소화하기 위한 정책대응방안의 모색은 매우 중요하다.

영문 초록

Because terrorist incidents in one country may easily affect people and property of another country in the global world, generally speaking, current terrorism possesses transnational externalities. The economic effects of transnational terrorism may be analysed in micro and macroeconomic dimensions. In the microeconomic dimension, transnational terrorism affects economic agents through three channels. First, as the direct effect, transnational terrorism results in the direct cost such as losses in lives, property or output. Secondly, transnational terrorism causes two indirect effects. The first indirect effects are induced by economic agents’ reactions to the terror threats, and the second indirect effects by governmental policy reactions to the terror threats and to the economic agents’ reactions. In the macroeconomic dimension, transnational terrorism may cause structural impacts by increasing economic uncertainties economic agents face. Especially, by restricting ordinary economic activities, the total output, consumption and investment may fall permanently. Furthermore the capital market may be damaged severely, the trade volume may be reduced due to increasing transactional costs, and the composition of fiscal spending can be distorted so that economic growth in the long run may be lowered. New security threats induced by transnational terrorism may be able to put structural impacts on national and global economies. Such structural impacts due to transnational terrorism may enhance future uncertainties and hamper sustainable economic growth in the long run so that the economic welfare may be hurt. Then it is important to seek policy alternatives in order to minimize economic instability due to transnational terrorism.
