해외 항만투자 대상국들의 경쟁력 평가분석에 관한 연구

국문 초록

본 연구에서는 지수화방법론과 계층화분석법을 적용하여 국내 항만공사의 향후 해외진출을 위한 해외 항만투자 대상국들의 경쟁력을 평가 분석하였다. 실증분석 결과, 해외 항만투자 대상국들의 경쟁력 평가를 위한 평가요인별 상대적 중요도는 경제적 요인, 정치적 요인, 제도적 요인의 순으로 분석되었고, 평가요소의 경우 시장규모, 성장 잠재력, 인프라 수준, 국가위험도, 국가신용도 등이 중요하게 평가되었다. 21개 평가지표들을 이용하여 해외 항만투자 대상국들의 경쟁력을 평가한 결과, 미국, 독일, 일본, 싱가포르, 중국의 순으로 분석되었다. 실증분석 결과와 향후 항만시설 수급 전망치를 종합적으로 고려하여 향후 국내 항만공사들의 해외 항만투자를 위한 잠재적 투자 대상국으로 인도, 말레이시아, 아랍 에미리트 등 7개 국가가 선정되었다. 본 연구는 잠재적인 해외 항만투자 대상국들의 경쟁력을 평가하여 향후 국내 항만공사들이 해외 진출 시 정책적으로 활용 가능한 정량적 정보를 제공했다는 데 의의가 있다.

영문 초록

The objective of this study is to evaluate competitiveness of potential foreign port investment countries, using analytic hierarchy process and index theory. Firstly, hierarchical structure is constructed through former literature survey, which is divided into three evaluation criteria (economic, institutional and political) and consists of 11 evaluation factors. As a result of the AHP survey, the respondents place more weight on economic criteria than institutional and political criteria for market competitiveness evaluation of foreign port investment. Comparison of 11 evaluation factors within three criteria shows that market size ranks highest for market competitiveness evaluation, followed by country risk, potential growth power, infrastructure level, sovereign credit rating. In addition, 21 statistical data published from official world organizations are used for market competitiveness evaluation and standardized using Z-score method. And, we evaluate competitiveness of foreign port investment on 80 worldwide countries. As a result, USA was ranked as highest area in overall competitiveness aspect, followed by Germany, Japan, Singapore, China. Considering future port facilities and container freight volumes, we recommend 7 countries including India, Malaysia, Arab Emirate, as potential port investment countries among Non-OECD countries. This study allows us to provide policy-makers with quantitative information that can be useful in decision-making process related to foreign port investment.
