국문 초록

본 연구는 유럽 차원의 고등교육 개혁운동인 볼로냐 프로세스의 논의과정에서 제기된 단기고등교육과정(short-cycle higher education) 관련 정책과 실천 사례들을 고등교육의 사회형평성 달성, 노동시장의 자격과 교육과정의 연계, 그리고 평생학습실현의 세 가지 측면에서 살펴봄으로써 한국의 전문대학 정책 방향에 필요한 시사점을 도출하였다. 제시된 영국과 네덜란드의 사례는 볼로냐 프로세스의 논의에 부응하여 단기고등 교육과정을 적극적으로 활용하고 있는 사례로서, 단기고등교육과정을 학사학위 과정의 중간과정으로 설정하여 다양한 계층의 고등교육 진입을 위한 유용한 경로로 자리매김하는 한편, 학위수여에 필요한 교육의 질을 보장하기 위해 학습성과를 제시하여 사회형평성 달성과 계속교육연계라는 측면에서 소기의 성과를 거두고 있다. 우리나라 전문대학 교육 역시 다양한 학습자들의 사회이동성(social mobility)을 높이는 교육이자 계속적인 교육을 위한 의미 있는 단계로 기능할 수 있도록 개혁하기 위하여 보다 심도 있는 논의가 필요하다. 본 연구는 전문대학의 고등직업교육기관으로서의 위상제고를 위한 개혁, 즉 학제 개선, 전공심화과정 교육과정 개발 및 운영 등에 대해 세 가지 정책적 제언을 제시하였다.

영문 초록

Bologna Process is a Europe-wide revolutionary discussion for the change of higher education. This sets Short-Cycle Higher Education (SCHE) as a medium step toward bachelor’s degrees and increases the access of people to further education. The quality of education is to be verified by the learning outcomes that each curriculum in SCHE should clearly define at the outset. This study aimed to analyze the cases of SCHE in England and the Netherlands regarding the roles of SCHE. Analysis of these two countries’ cases was conducted in terms of the following three roles: first, to accommodate social equity; second, to relate the learning outcomes effectively with qualifications needed in the labor market; third, to help learners to access to further education and pursue lifelong learning. In the both cases of England and the Netherlands, SCHE was posed as an important step to increase learners’ capabilities in workplaces and to pursue further education including bachelor’s degrees. While SCHE focuses on the balance of theory and practice in learning, bachelor’s degrees focus on research, critical reflection and more advanced knowledge in each field. These cases of SCHE shown in Bologna Process may encourage Korean university colleges to go through a serious self-reflection about their roles as an important phase in Korean higher education. Three suggestions for the policies of university college education were included.
