일본 교육위원회 개혁 논의의 쟁점과 시사점

국문 초록

본 연구는 일본의 지방교육행정 개혁의 흐름 중에 논의되고 있는 교육위원회 개혁 방안을 살펴보고 그 쟁점과 시사점을 도출하고자 시도되었다. 이를 위해 교육위원회 제도의 의의 및 구성 원칙을 정부문건을 통해 규명하였고 일본 지방교육행정 개혁의 전개를 통해 그 흐름을 일괄하였다. 최근 문부성이 발표한 교육위원회 현황을 통해서는 교육위원회의 실제에 대한 평가와 특징을 규명하였다. 개정방안으로는 아베정부 하에서의 개혁안, 민주당 정부의 교육감사위원회 설치안, 오오사카부(府) 하시모토 시장의 시장중심 교육위원회 개혁안 등을 살펴보았다. 관련 쟁점은 교육위원회 권한과 책임의 불분명 문제, 국가·도도부현·시정촌의 역할 재분담 문제, 그리고 지방교육행정·학교운영에 대한 지역주민의 의사 반영 관점에서 검토하였다. 일본이 주는 시사점은 여섯 가지 측면에서 제시하였다.

영문 초록

The purpose of this study is to introduce some issues from the reform of the board of education in Japan and suggest the implications to Korea. This article composed of five chapters; implication and problem situation, current system and characteristics of the board of education, some reform ideas of the board of education, issues of the reform ideas, and appraisal or some implications. The board of education system base on the Article 16 of Basic Act on Education(December 22, 2006; education administration shall be carried out in a fair and proper manner through appropriate role sharing and cooperation between the national and local governments). According to the MEXT’s document, The significance of the board of education system described as a political neutrality, stability, and convergence of views. And it’s organizing principle is based on the independence, collective decision making, and control by local residents. But the current situation is different from that significance and principles. The provincial governor is superior to the superintendent and the board of education in power. The main idea of reform plan is to making the active board which superintendent is role as a practical director. It is not the fundamental goal to integrate the board of education as a department of the local governments. As a conclusion, this article suggested the some lessons through the Japanese case study. that is the emphasis in the direction of reform, step-by-step procedures and substantial period of discussion, empowering the superintendent, and decentralization of power and strengthening the nation’s responsibility.
