국문 초록

우리 사회의 많은 여성들이 지하철 성범죄를 직·간접적으로 경험하고 있으며, 이로 인해 지하철 이용에 따른 심리적 불안과 공포를 가지고 있다. 그러므로 지하철 성범죄에 대한 깊은 이해를 통해 체계적인 대응전략을 수립하여야 할 필요가 있다. 그러나 지금까지 우리 사회에서 지하철 성범죄만을 집중적으로 다룬 연구는 매우 부족한 실정이며, 또한 지하철 성범죄를 다룬 소수의 연구들도 지하철 성범죄의 다양성과 특성을 이해하지 못한 단편적인 연구결과와 그에 따른 대응전략을 제시한 경우가 많았다. 이에 이 연구에서는 지하철 성범죄와 관련된 공식 통계자료의 분석과 지하철경찰대 소속 수사관들과의 심층면담을 통해 지하철 성범죄의 실태와 그 특성을 보다 깊이 있게 살펴보고 그에 따른 대응전략을 제시하고자 하였다. 지하철 성범죄의 유형을 구분하지 않았던 과거의 선행연구들과는 달리, 이 연구에서는 지하철 성범죄를 가장 대표적인 두 가지 유형인 성추행과 몰카촬영으로 나누어 분석하였다. 이러한 분석을 통해 같은 지하철 성범죄지만 성추행과 몰카촬영은 그 수법과 특성이 매우 다르다는 점과 지하철 성범죄자들이 합리적 선택을 한다는 사실이 밝혀졌다. 이 연구는 지하철 성범죄 대응전략은 성범죄를 성추행과 몰카촬영으로 나누어 제시되어야 하며, 또 상황적 범죄예방이 지하철성범죄의 효과적인 대응책이 될 수 있다는 것을 시사한다.

영문 초록

In South Korea, many women have had direct and indirect experiences of being a victim of subway sex offenses, which has led to an increased psychological anxiety and fear among them in using the metro. For this reason, a systematic response measures must be established through profound understanding of the crime; there have been few studies that place an emphasis on the subway sex offenses, and the existing researches follow such a narrow model without taking different characteristics of the crime into account, thus failing to provide viable countermeasures. Accordingly, this study is conducted to analyze the current state and characteristics of the subway sex offenses and suggest feasible measures by examining official data and interviewing the investigators of the Subway Police Force/Units. Unlike the previous studies that do not categorize subway sex offenses, this research examines the crime by classifying it into two representative types. The result reveals that sexual harrassment and secret picture-taking are different in method and characteristics although they are both considered as subway sex crimes, as well as that the offenders tend to make reasonable choices. With the results obtained, the author suggests that policy makers develop suitable measures that are separately designed for each type of the crime and implies that situational crime prevention can be an effective option.
