근대 산업시설에 투영된 무장소성: 당인리 발전소를 둘러싼 갈등의 이해

국문 초록

본 연구에서는 서울화력발전소(당인리 발전소)의 이전 또는 지하 재건립을 둘러싼 갈등 사례를 통해 장소 상실 혹은 무장소성이 어떻게 형성되고 표출되고 있는지 살펴봄으로써 근대 산업시설의 보존과 활용에 관한 시사점을 얻고자 하였다. 1930년 건립되어 전기, 전차, 전등 등 근대문화의 도입과 산업화의 상징성을 안고 있으며, 서울 한강변의 랜드마크였던 당인리 발전소는 물리적 수명이 다한 도시 입지 부적합 산업시설로서 폐쇄 • 이전이 요구되어 왔다. 그러나 발전소의 운영을 맡고 있는 한국중부발전에서는 서울시의 안정적인 전력 공급의 필요성, 대체 부지 마련의 어려움 등으로 발전소 지하 재건립을 추진하고 있다. 당인리 발전소에 대한 부정적 인식 형성에는 다양한 정치적, 경제적, 사회적 요인들이 다중적으로 작용하였으나 근본적으로 발전소가 진정성에 바탕을 둔 장소감을 형성시키지 못했다는 점이 주요하게 작용하였다. 국가보안시설로서의 폐쇄성과 외부 세계와 유리되어 나타난 고립성으로 의미 있는 장소 경험과 기억이 형성되지 못하였다. 이와 함께 발전소는 한강으로의 접근을 막는 거대한 물리적 • 심리적 장애물이었고, 발전소의 삭막하고 황량한 외부 경관은 산업화 • 기계화의 상징으로서 지역 주민들에게 소속감을 제공하는 근원이나 정서적인 애착의 대상이 되지 못하였다. 요컨대 특정 장소를 바라보는 방식과 함께 경험을 통한 기억과 내러티브의 형성이 장소에 대한 진정성을 이끌어내기 위해 필요하다. 상업적 • 물질적 가치가 우선시되고 있는 사회 속에서 무감각한 산업시설도 정서적 유대의 대상으로 전환될 수 있는 가능성을 가지고 있으며, 이는 현대 사회의 장소 상실을 이해하고 이를 넘어서 참된 장소성을 형성할 수 있는 단초를 제공할 수 있다.

영문 초록

This paper examines how the characteristics of placelessness are formed and manifested in industrial facilities by looking into the controversy over the closure and reestablishment of the Seoul Thermal Power Plant, commonly called as Dangin-ri Power Plant. Built as the first thermoelectric power plant in Korea, Dangin-ri plant was a symbol of development of industries and a landmark of the northern riverside of the Hangang (Han River). Local residents have asked the plant to be closed and moved to a suburban area due to its locational inadequacy, while the Korean Midland Power company has announced to its plan to construct an underground combined cycle power plant at the current site. Negative perception of the plant has arisen from the combination of political, economic, and social factors, but the critical attitude has grown mainly from the fact that the plant has not developed an authentic sense of place. Due to its nature as an industrial facility, locals have considered Dangin-ri power plant as an obstructive structure blocking an access to the Hangang. The desolate impression of the plant, which was a symbol of industrialization and modernization, has not provided an opportunity for locals to have meaningful socio-cultural experiences and memories. An authentic attitude toward places along with socio-culturally meaningful memories and narratives based on diverse experiences with places is necessary to build authenticity in place. It would also help us understand the nature of placelessness as well as create a genuine loci in society.
