김정은 시대의 대남비방 분석

국문 초록

북한의 대남비방은 통상적인 것으로써 대남도발의 한 수단이다. 그러나 김정은 시대 개막 직후인 2012년 3월과 4, 5월에 진행된 대남비방은 그 정도가 비상식적이었다. 북한은 지금까지의 대남비방의 정도를 넘어 각종 비속어와 장면들로 이명박 대통령과 남한정부를 비난하는 모습을 지속적으로 방영하였다. 북한의 이러한 행태는 단순히 남한을 비난하기 위한 것에 목적이 국한된 것이 아니다 즉 작금의 북한 대남비방은 ‘최고존엄’에 대한 충성심을 최고의 가치로 여기며 살아온 북한 주민들의 불만 표출이었다. 더욱이 북한 당국은 가시적인 성과를 주민들에게 보여주어야 하지만 실패를 반복하고 있는 상황에서 주민들이 불만을 해소할 수 있도록 이명박 대통령과 남한 정부를 정치적으로 활용한 것이었다. 이는 남한 정국에 북한의 영향력을 발휘 및 확대하려는 의도로 볼 수 있다. 문제는 북한의 이러한 대남비방은 상황에 따라 정도의 차이가 있겠지만 앞으로도 지속될 것이라는데 있다. 우리 정부는 북한의 대남비방에 대해 분명 할 말은 해야 하지만 북한이 남한을 비방 혹은 도발 할 수 있는 빌미를 제공하지 않도록 유의해야 할 것이다. 특히 북한의 과격한 대나미방에 대해 똑같이 맞대응하기 보다는 차분한 대응으로 사태가 확대되는 것을 막아야 할 것이다.

영문 초록

North Korea slandering South Korea is the typical threat to South Korea and one of the means of provocation. However, slanders done in March, April and May of 2012 since the era of Kim Jong-un started were almost insane. With every kind of slang and images, North Korea attacked the president and South Korean government continuously through mass media. Residents of North Korea held a rally everyday and thousands of students and young men sent in petitions to join·rejoin the army. However, this scene in North Korea is not only for criticizing South Korea. That was the way people expressing their dissatisfaction who lived their entire life valuing the loyalty towards the ’Absolute Majesty'. North Korean government was failing on obtaining the loyalty so they chose such a way for the people to ease their dissatisfaction. There is also an intention to have an influence on South Korea who has to go through Nuclear Security Summit, the Assembly election and presidential election in one year. The problem is, this kind of criticism by North Korea would differ to certain extent depending on situation but it will happen continuously for certain. This would increase the importance of preparation and reaction of South Korea. South Korea must mention what are necessary but they shouldn’t provide any reasons for North Korea to backfire. Instead of recrimination against excessive criticism of North Korea. South Korea should react calmly in order to prevent the spread of the incident.
