국문 초록

2002년 신효순·심미선사망사건이나 2008년 광우병파동에서 보듯이 오늘날 한미갈등은 주로 시민사회 영역에서 일어난다. 이러한 한미갈등을 줄이려면 한미 양국을 연결하는 시민사회 네트워크가 필요하다. 거기에는 반미단체를 포함한 한국 좌파 시민사회도 포함해야 한다. 그들은 대미교류를 해도 근본인식에 변화가 없을 것이므로 동참시킬 필요가 없다는 주장도 있지만，대미교류의 경험이 축적되면 오해와 편견，불신이 줄어들 수 있다. 민주노총， 전교조， 전농 3개 단체에 대한 인터뷰와 설문조사 결과에서도 이들을 연결망에 포섭할 당위성과 가능성을 확인하였다. 아직까지는 직간접적 대미교류를 경험한 사람이 많지 않지만 경험한 사람들은 다수가 서로를 이해하는 데 도움이 되었고 미국을 바라보는 관점에 긍정적 영향을 주었다고 응답하였다. 또한 설문 응답자들의 다수가 한국 시민사회의 대미교류에 대한 양국 정부의 지원이 필요하다고 응답하였다 따라서 각종 대미교류에 있어서는 한미관계의 성숙과 발전을 위한 전략적 차원에서 좌파 시민사회 에 대해서도 접촉의 기회를 균등하게 제공할 필요가 있다. 이들이 미국 측 상대단체(counterpart)부터 시작하여 순수시민단체， 싱크탱크로 접촉을 확대해 나가도록 지원하는 것이 바람직하다 연결망 구축의 방법에 있어서는 오프라인에서의 직접 교류를 바탕으로 온라인 네트워크를 구축하는 것이 바람직하다. 한국 좌파 시민사회의 대미교류가 활성화하려면 그들 스스로의 국제화와 전문성 향상이 필요하고，그것을 정책적으로 지원할 필요도 있다.

영문 초록

As were seen in the cases of anti-American demonstrations in 2002 and 2008 in South Korea, nowadays many of conflicts between U.S. and ROK occur in the sphere of civil societies. In order to resolve this kind of conflicts, it is needed to build networks between South Korean and American civil societies. South Korean leftist non-governmental organizations (NGOs) including anti-American ones should be embraced into the networks. Some argues that it is useless for U.S. and ROK governments to help them visit American NGOs because, given their politico-ideological dispositions, they are unlikely to change their mind-sets toward America even after encountering American civil organizations. However, I assert that if their experiences of contacting American civil societies would be accumulated, their misunderstanding, bias, and distrust could be diminished in the course of time. After interviewing and polling the staffs of Korean Confederation of Trade Unions or KCTU, Korean Teachers and Education Workers Union or KTU, and Korean Peasant League or KPL, which are major anti-American organizations in South Korea, I am convinced that it is necessary and possible to engage them in the networks between South Korean and American civil societies. Therefore they also should be given the same opportunities for all of civil exchange programs between U.S. and ROK. It is desirable for them at first to begin having more meetings and conversations with their counterparts in America, and then to extend to make contacts with many experts working for so-called think tanks as well as many public organizations in U.S.
