한반도 통일시 후유증 최소화 방안 연구

국문 초록

남북한 군사통합과정에서 후유증을 최소화하기 위해서는 정상회담 개최 등 한반도 평화정착과 민족통일을 전제로 한 교류·협력 활성화를 통해 동질성을 회복할 수 있는 정책을 체계적으로 추진해 나가야 한다. 한반도 통일문제는 “통일 초기단계부터 군의 안정화와 군사통합 과정에서의 후유증 최소화 문제는 새로운 통일국가에 있어 가장 시급히 해결해야 할 현안으로 대두될 것”이기 때문이다 따라서 본 연구에서는 남북한 군사통합 과정에서 갈등요인을 분석 하여 후유증 최소화 방안을 다음과 같이 제시하였다. 군사통합과정에서 후유증을 최소화시키기 위해서는 60여 년간 고착되어온 적대감을 교류·협력 활성화를 통한 군사적인 신뢰관계를 구축함으로써 완화시켜야 한다 이를 위해서는 ‘남북기본합의서’를 성실히 이행하는 것이 급선무이며，한반도에서 평화체제가 정착될 수 있도록 정전협정을 평화협정체제로 전환해야한다. 그리고 우선적으로 투철한 사상무장을 바탕으로 김정은 체제를 지탱해온 북한군 정치·보위 조직을 해체한 후 군사통합을 추진해야 후유증을 최소화 할 수 있을 것이다. 동시에 병력감축을 점진적·단계적으로 추진하되 자주국방이 가능한 70만 명 이내에서 탄력적으로 설정할 필요가 있다. 또한 통일한국군에 편입된 북한군 전역자에 대한 경제인력화，복지혜택 보장，정체성 교육 강화 및 통일한국군에 걸맞은 군대 문화계발 등의 대책이 강구되어야 한다.

영문 초록

In order to minimize conflict and aftermath when integrating the military in the process of unification in the Peninsula, a policy, which can restore homogeneity though revitalizing exchange and coordination such as summit talks under the premise of peaceful settlement and unification, must be carried out systematically. The reason being is that the issue with unification in the Peninsula, or "Minimizing aftereffect of stabilizing military and integrating the military in the early stage of unification, is a pending problem that must be settled most urgently for the new unified country." Therefore, this research has analyzed the elements of conflict that arises in the process of integrating the North and South military and presents the method to minimize aftereffect as below. In order to minimize aftereffect in the process of military integration, the hostility maintained for over 60 years must be mitigated through establishing a military relationship of trust through revitalizing exchange and coordination. For this to happen, implementing the ’North and South Agreement‘ is a priority. and the armistice agreement must be changed to peace agreement to establish peace in the Peninsula. Furthermore, military integration must be proceeded after breaking apart the North military policy and defense organization, which has been sustaining the Kim Jong Un reglme through penetrated ideology, in order to minimize after effect. Simultaneously, the force must be reduced gradually and progressively so that self-defense can be feasible with in 700,000 military personnel. Also, measures such as economical manpower, welfare security, identity education for all former North military personnel in the unified Korean military and development of military culture appropriate to the unified Korean military must be considered.
