국문 초록

현재 우리나라뿐만 아니라 전 세계가 직면하고 있는 사회ㆍ경제ㆍ정치 문제들을 고려할 때, 시민사회 혹은 NGO의 역할은 더욱 확대될 것이다. 앞으로 공공서비스와 거시적인 사회문제를 해결하는데 있어 시민사회의 비중은 더 커질 것이다. 한국 시민사회의 발전과정은 서구의 발전과정과 많은 차이가 있다. 그 출발부터 늦었으며, 시작 이후에도 일본의 지배, 한국전쟁, 분단, 독재, 군정부의 반공체제 등 끊임없는 굴곡의 시간을 지나왔기 때문이다. 이런 이유로 한국 시민사회는 개혁적 성격과 체제 비판적 성격이 강한 특징을 갖고 있다. 본 연구에서는 한국 사회에서 시민사회의 중요한 축인 NGO를 중심으로 한국의 시민사회에 대해 조명해 보고자 한다. 시민사회 발전의 이론적 토대가 되는 공론장이론을 살펴보고, 시대의 흐름에 따른 우리나라 NGO의 발전 과정을 통해 한국 사회의 시민사회 특징을 알아보았다. 이를 통해 현재 한국사회에서 시민사회가 어디까지 왔는지 살펴보았다.

영문 초록

When considering the social, economic and political issues facing the world as well as Korea, The role of civil society or NGO will expand more and more. Sooner or later the proportion of civil society to solve public services and many macroscopic social problems will exceed the proportion of the country. The dawn and development process of Korean civil society is very different from that of the West. It was too late departures and since the start the civil society in Korea had the time of the constant adversity including Japan’s ruling, Korea War, the division, dictatorship, military parts and the anti-communist systems etc. For this reason, Korea’s civil society is characterized by a strong personality which is reformist and critical about the political structure. The purpose of the study is examining the civil society of Korea centered on the NGO. First, this study investigated public sphere theory which it is the theoretical basis of the development of civil society. Second this paper examined on the characteristics of civil society through the evolution of the NGO in South Korea. Finally it evaluated the position of civil society in Korea.
