남ㆍ북한 군사통합에 대비한 군(軍) 정신전력 강화교육 연구

국문 초록

본 논문에서는 통일한국군의 정신적 통합을 위한 정신전력교육 방안을 통합 이전, 통합단계, 통합 후 세 단계로 나누었다. 우선 통합 이전단계의 교육 방안은 우리 장병들에 대한 사전교육과 북한군 출신 장병들의 교육을 위한 준비사항 등을 포함한 두 가지 방향에서 준비되어야 할 것이다. 다음으로 북한군 출신 군인들의 재교육을 위한 준비사항으로써, 우선 이들을 교육시킬 교관을 양성하는 것이 제일 급선무일 것이다. 즉, 현 상황에서 가장 유용한 방법은 각급 부대 정훈장교 및 예비역 정훈장교, 국방부 정신교육지원단, 지휘관(자) 등 일반장교들을 활용할 수 있으며, 여기에 북한군 출신으로 남한에 정착 중인 귀순자 등이 있으며, 이러한 귀순자들은 남북한 군인들 간의 마음의 거리를 좁히는 데 큰 역할을 할 수 있을 것으로 기대된다. 두번째, 통합단계의 교육은 통일한국군에 통합, 현역군인으로 복무하게 될 북한군과 전역하여 사회생활을 하게 될 북한군 등 모든 인원을 대상으로 한다. 이 시기의 교육목표는 북한 출신 군인들이 과거 사회주의 국가의 군대 가치를 청산하는 한편, 통일한국군이 수호하는 자유민주주의의 이념과 체제에 대한 이해, 그리고 심리적 안정감을 갖도록 하는 데 있다. 이를 통해 장차 남ㆍ북한군이 정신적 통합을 이룰 수 있는 기반을 마련해 야 한다. 그리고 마지막으로 통합 이후 교육은 통합단계의 교육과 비교할 때 보다 장기적인 교육으로 일반사회로 복귀하는 북한군을 제외하고 순수하게 통일한국군에 복무하는 북한군 출신 장병을 대상으로 실시해야 할 것이다. 이러한 통합 이후의 북한군 재교육 목표는 남ㆍ북한군이 서로 이질성을 극복함으로써 동일한 비전과 정체성을 가지고 통일한국군이 담당해야 할 의무와 목적을 실천해 나가기 위해 어떠한 난관도 감수할 수 있는 태도와 마음가짐을 지닌 하나의 군대, 즉 정신적 통합을 이루는 아주 중요한 교육이 될 것이다.

영문 초록

Based on these findings, spiritual education program this study provides is divided into three stages; pre-integration, in-integration, and post-integration. First of all, the initial level, pre-integration stage has two parts. One part consists of reinforcing the education of liberal democratic ideology, helping to understand DPRK military forces rather than having hostility, providing right history education and re-establishing enemy concept correctly for the South military forces. The other part of the first stage is preparation for the future retraining of the North Korean forces. The cultivation of instructors to train the military from North Korea would be the priority matter in the preparation. The most effective resolution for the problem under existing circumstances could be to utilize current general officers such as Troops Information and Education (TI&E) officers, instructors in Ministry of National Defense(MND) Morale Education Support Group, and other officers. Besides, refugees from the North Korea trying to settle on the South Korea would be another solution, who are expected to contribute to narrow the sense of distance between the two Korean forces. In the second stage, the objects of the integration includes all the North Korean soldiers both to be in active service and to be discharged from the service. The objective of this stage is providing the military with comprehension and physical stability while clearing off the past cognition on the military in a socialist state. These course would provide foundation for the spiritual integration of the South and North Korea. The focus of the military spiritual training in the post-integration stage is only the soldiers from North Korea serving in unified Korean military forces, but the soldiers returning to the public. The ultimate goal of retraining the military forces from North Korea on the post-integration stage is forming fully unified Korean forces as one, which could accept any difficulty in achieving given mission and obligation with one vision and identity.
