수도권 규제완화에 대한 관찰과 함의

국문 초록

수도권 규제변화는 오랜 기간 지속되어온 국가적 논란거리이다. 수도권에서는 수도권 규제완화를 계속 주장하는 반면 비수도권 지역에서는 수도권의 흡입효과로 인한 지방공동화의 두려움 때문에 수도권 규제완화를 반대해 왔다. 이러한 논란의 뒷면에는 지역이기주의도 한몫을 하고 있다. 본 연구는 수도권 규제에 대한 합리적인 토론과 판단이 이루어지는 데 도움이 되게 하기 위해 이에 대한 역사적 자료를 제공하는 것을 주된 목적으로 하고 있다. 본 연구의 주된 내용은 시대별로 변해 온수도권 규제의 틀을 요약해 보고 해석해 보는 데 있다. 최고통치자의 의지에 의한 수도권 규제의 도입 및 실행기(1965-1979), 수도권 정비계획법 도입 및 적용기(1992-2000), 지역균형발전에 대한 반대급부로서 수도권 규제완화의 시작 및 진행기(2000-2007), 적극적 수도권 규제완화기(2008-현재)의 순서로 수도권 규제변화가 요약되어 있으며, 수도권 규제완화와 관련한 핵심 내용으로서는 공장, 레저, 대학 등 인구집중시설에 대한 규제완화, 경제자유구역 및 정비발전지구 등과 같은 수도권 규제로부터 자유로운지역 등도 소개되어 있다. 갈등구조를 가지고 있는 수도권 규제변화에 대해서는 정치세력의 일방적 주장보다는 범국민적인 논의와 동의가 반드시 필요하다. 이를 위해 수도권 과밀비용에 대한 논의, 지방공동화비용, 수도권 규제완화의 실질적인 경제적 효과에 대한 분석 등 중요한 이슈에 대한 후속 연구가 주장되어 있다.

영문 초록

The deregulation of the capital region in Korea has been a very serious controversial issue nationwide. The capital region insists on deregulation for its own development while other regions are opposing this for their own survival, with fear of dilapidation, because of suctioning power of the capital region. In addition, there is a strong regional self-centeredness behind the argument. This study is intended to provide referential data about the regulation history of the capital region, with hope that this will help the government to make rational discussions and good judgment on policies relevant to the issue. The key content of this study is introduction to historical changes of the regulation of the capital region, details of the regulation flow along the time frame: the installment of regulations on the capital region by the will of the president(1965-1979), the plan for the arrangement of the capital region(1992-now), the beginning of the deregulation(2000-2007), the aggressive deregulation(2008-now). Core issues over the capital region’s deregulation include the deregulation of facilities suctioning population, like factories, leisure facilities, universities, etc. and introduction of special areas, which are free from the regulation on the capital region, such as a free economic zone. A national consensus is necessary rather than lopsided assertions regarding the deregulation of the capital region, which has a conflicting structure. Studies on core issues, like the overcrowding cost of the capital region, ruin cost of local regions and real economic effect from the deregulation, are strongly recommended.
