국문 초록

지방화에 대한 진보주의자들은 ‘국가의 적극적 개입과 조정에 근거한 지방발전전략을 수립하고 실천하는 것’이 한국사회의 선진화(질적 발전)를 위한 가장 중요한 국정과제의 하나가 되어야 한다고 주장한다. 그들은 ‘중앙정부의 개입과 조정의 발전철학’에 근거한 <균형발전정책>을 옹호하며, 이것이 실현되기 위해서는 <중앙으로부터의 권력, 권한, 재정의 독립을 보장하는 지방분권의 제도화>가 선결조건이라고 강조한다. 그러나 보수주의자들은 균형발전정책이 미래의 국가발전에 결코 도움이 되지 않는 “하지하책”(下之下策)이라고 서슴없이 비판한다. 그들의 힐책은 수도권과 중앙의 자원을 지방으로 분산-분업화하는 시책(특히 수도권 규제, 세종시 및 혁신도시 건설 등)을 정조준하고 있다. 현 정부가 들어선 이래 기존 정부가 추진한 ‘분산-분업화’ 정책을 뒤엎는 구체적인 실행 조치들이 연이어 발표되자 진보진영의 저항은 거세졌고, 지방주민들의 연대가 보수 정치권을 압박했다. 비록 2010년 6월 지방선거 결과에 반영된 민의를 받아들여 세종시 건설을 원안대로 추진하겠다는 정부의 정책선회가 양자 간의 휴전을 이끈 것처럼 보이지만, 두 진영의 근본 입장은 전혀 바뀌지 않았다는 것이 정설이다. 양 진영의 관점의 근본적 차이는 ‘지방화 문제’를 지방의 입장에서 접근할 것인가, 중앙의 관점에서 바라볼 것인가의 차이에서 비롯된 것으로 보인다. 본 연구는 그동안 전개된 논쟁을 지방의 시각에서 정리하고 비판하는 것을 목적으로 삼는다. 구체적으로 (1)지역균형발전정책에 대한 중앙(보수논객들)의 입장을 지방의 관점(진보 시각)에서 비판하고, (2)두 진영이 외견상 비슷하게 주장하고 있는 것처럼 보이는‘지방분권론’의 숨은 의미의 차이(함의)가 무엇인지 분석한다. 더불어 (3)지역균형발전과 지방분권에 대한 진보적 주장이 성찰하고 보완해야 될 문제는 없는 것일까? 이를 이론적, 실천적 측면에서 짚어 보는 것도 본 연구의 또 다른 목표이다.

영문 초록

The Liberalists toward localization argue that ‘establishing and carrying out regional development policies based on positive state intervention and regulation’ should be the most significant task of national developments that lead the society of Korea to advancement(quality-oriented development). They actively advocate the which are based on ‘developmental philosophy of central government intervention and regulation’, and emphasize that ‘institutionalizing decentralization that guarantees independence of power, authority, and finance from the central government’ is the core postulation. However, the Conservatives do not hesitate to criticize the , arguing they are “the worst policies” which will never bring any support for future development of the country. Their rebuker exactly aims at the policies dispersing and dividing the resources of the central government and the capital city(Seoul) area to the local districts. Since the present government was launched, one announced many specific actions that will overturn the ‘dispersion-division policies’ of former governments. The resistance of the Progressive camp was more fierce than expectation and the associativity of local populations put pressure on the Conservative community. Although the government took back the original plan for the Sejong City Constructing Project according to the public opinion which appeared in The Local Election in June 2010 and seemed to bring truce between both parties, the basic position of the two parties is still firm. The fundamental difference between the two viewpoints seems to origin from how to approach the problem of localization, whether to approach it from the regional perspective, or from the central. The purpose of this research is to organize and criticize the disputes that took place so far, from the regional perspective. Specifically, this paper (1) criticizes the central (the Conservative disputants) perspective on the Balanced National Development Policies from the regional perspective (the Progressive standpoint) and (2) analyzes the undertone of ‘theories of decentralization, which both camps appear to have the same argument. Meanwhile, (3) could there be any problems that the Progressive opinions have about the Balanced National Development Policies and decentralization? This paper also addresses this issue from both theoretical and practical aspect.
