In the history of the Korean democratization movements, the so-called ‘Emergency Management No.9’ generation was indeed a new generation armed with certain established theories regarding the movement itself and also the issue of organizing relevant entities. This generation was also the first generation to translate their ideals of reforms and changes, which had been accumulated with their continuous individual activities inside the Students Movement, into real social actions and certain accomplishments, and presented them in an organized fashion and also with ideological contents. The Emergency Management No.9 generation resisted and fought the oppressions of the Yu-Shin(a term that referred to the ‘New Constitution’) Regime with both theories and actions. They reviewed the social issues that involved the laborers and peasants, and established their Anti-Dictatorship struggles as struggles for reformations and changes. They also tried to experience the lives and thoughts of the people, in both ideological and organizational terms, by engaging themselves in several social activities such as having Night school sessions for laborers or participating in agricultural activities during particularly busy periods in the year. By doing so, they attempted to bring reforms and changes to those areas of society as well. During the period of the Emergency Management No.9, there was indeed a discrepancy between the leading figures of the Students Movement and the ordinary students, in their experiences in struggling against the oppression of the government, and also in their respective ways of viewing the society and the era itself due to ideological differences. In the towns around the universities and colleges, a sub-culture based upon criticism of reality, and also a sub-culture based upon shallow enjoyments ensured by consumptive activities, coexisted. The leading figures of the Students Movement occupied only a minor portion inside the students’ society, but contributed to creating a college culture based upon critical social consciousness. Yet there were also flaws on their part, as although they were equipped with a sense of justice and devotedness to their cause, they also demonstrated a thinking pattern that was at times too offensive and even resorted to dichotomy, and therefore lacked a certain appreciation for versatility and flexibility. This kind of trait earned them the reputation of experiencing more difficulties in adapting themselves to the normal social life and public politics, compared to both the earlier and later generations of the Students Movement. The primary reason that prompted the Students Movement of the early 1980s to explosively expand itself was the issue of Gwangju. This generation, which had to endure the Emergency Management No.9, had no time to enjoy the victory and only had the burden to go through the tragedy of Gwangju and see the ‘spring’ fading away. But they indeed cultivated the soil which would give the basis of life to the so-called ‘386’ Generation. The Emergency Management No.9 generation indeed had fulfilled their historical mission.
