칼뱅의 이중정부론에 비추어 본 한국 교회의 정교분리 사상

국문 초록

칼뱅의 이중정부론의 핵심은, 교회와 국가의 기능과 역할에 있어서 서로 다른 고유한 영역과 권한을 인정하면서도, 완전히 분리하는 것이 아니라 교회와 국가가 서로 다른 영역에서 각자의 역할을 담당하면서도 때로는 협력해야 한다는 것이다. 이러한 칼뱅의 이중정부론은 칼빈주의 사상이 전파되면서 전 세계로 전파되었는데, 미국에는 17세기 영국 청교도들에 의해 전파되었다. 17세기 미국으로 전파된 칼뱅의 이중정부론은, 영국의 간섭으로부터 교회를 보호하기 위해 교회와 국가를 완전히 분리해야 한다는 분리주의적 청교도인 로저 윌리엄스의 견해와 18세기 이신론적 계몽주의의 영향을 받은 토마스 제퍼슨에 의해 미국헌법에 명문화되었다. 즉 칼뱅의 이중정부론에 근거했던 미국의 정교분리는 영국 본국으로부터 종교를 보호하기 위해 또 종교로부터 국가를 보호하려는 서로 다른 목적이 합일되는 점에서 성립된 것이다. 이러한 미국의 정교분리에는 이신론적이며 재세례파적인 요소가 복합적으로 내포되어 있다고 할 수 있다. 이러한 미국의 정교분리 사상은 1901년 4개 장로교 연합회에 의해 한국교회의 정교분리로 명문화 되었는데, 한국교회의 정교분리는 교회에 대한 정치의 불간섭을 주요 내용으로 한 것으로 당시 일제의 강압통치로부터 선교의 자유를 얻기 위해 불가피하게 선택한 것이었다. 이렇게 처음부터 탈정치성을 띠게 된 한국의 정교분리는, 이후 일제 강점기 전반에 걸쳐 한국교회에 노골적으로 강요되었다. 또한 해방 이후에도 한국교회의 정교분리는 보수주의적인 기독교인들에 의해 더욱 강화되었다. 이들 보수주의 기독교인들은 종교적인 문제를 제외하고 교회는 무조건적으로 국가에 복종해야 한다고 주장하며 불의한 권력에조차도 협조하는 친정부적인 성향을 보이기도 했다. 이런 의미에서 한국교회의 정교분리는, 그 기능상 대체로 한국 역사에 부정적인 역할을 하여, 교회의 선지자적인 역할과 불의한 통치자에 대한 저항을 말한 칼뱅의 정치사상과는 많은 차이를 보인다고 할 수 있다. 따라서 이제 칼빈주의를 표방하는 많은 한국교회는 과거의 역사적인 오류를 시인하고 교회와 국가의 올바르고 미래지향적인 관계를 위하여 이미 칼뱅이 설파한 본질을 따라 교회의 선지자적 예언자적인 사명을 다해야 할 것이다.

영문 초록

The theory of Dual-Government of Calvin has the points that the function and role of church and state are admitted in the own different sphere and authority, and they must play their parts in different sphere and cooperate mutually in case of necessity. This theory of Dual-Government was propagated in the world and delivered in America by English puritans in 17th century. It was justified in American constitution by Roger Williams(1603-1683) and Thomas Jefferson(1743-1826). A Puritan Roger Williams insisted the thorough separation between church and state in order to conserve the church, and Thomas Jefferson was influenced by deistic philosophy of Enlightenment in 18th century. The separation of policy and religion was based on the Calvin’s opinion in the point of cooperation in order to preserve themselves mutually. This thought contains deistic and anabaptist elements compositively. This thought of separation between church and state became justified by four Presbyterian Union in 1901 and the separation between church and state in Korean church had to select the opinion in order to have a liberty of mission from Japanese oppressive policy. From the beginning that separation in Korean church had a character of political secession, got demanded intensely to the Korean church in the peak of Japanese oppression. And that separation between church and state in Korean church was reinforced by the conservative christian after the emancipation from Japan. And that, the conservative christians insisted that the church must survey the state absolutely, and they had a supportive inclination to the government regardless of a situation of the rightness. That separation of Korean church generally played a negative role in the function in Korean history and showed some differences from the political thoughts of Calvin who insisted the role of forerunner and the resistance against wrong ruler. Therefore, Korean contemporary churches in Calvinism should admit their historical mistakes and do their best to play the role of the forerunner for the justice and promising future according to the church essence.
