국문 초록

20세기 이후 인류의 평화를 위협하는 요인 중 하나로 부각된 테러리즘의 발생 동향을 분석해 보면 최근 발생하는 테러리즘은 과거와 다소 다른 양상을 갖는 것을 알 수 있다. 과거의 전통적 테러가 핵심기반시설을 주요대상으로 했던 반면, 2001년 9월 1일에 발생한 세계무역센터(WTC)테러 이후의 일련의 국제적인 테러사건은 대부분 불특정 다수가 모이는 호텔, 역사, 극장, 병원 등 사람들이 많이 모이는 다중이용시설과 초고층 건물 등에서 집중적으로 발생하였다는 점이다. 우리나라는 극단적 종교나 이데올로기에 의한 정치적 테러리즘으로부터 상대적으로 안전한 국가로 분류되어 왔지만, 최근 국제적 위상 및 역할 확대에 따른 국제적 테러세력의 위협으로부터 자유롭지 못한 상황이 조성되고 있다. 특히 테러 및 준테러 범죄가 궁극적으로는 시설물 및 시설물 내의 인명, 재화, 정보등을 대상으로 한다는 점에서 건축물 예방설계를 위하여 어떻게 디자인하고 관리ㆍ운영할 것인가 하는 시스템 측면에서의 건축 디자인은 매우 중요한 역할을 담당한다. 따라서 본 연구에서는 국내 다중이용시설과 초고층 건물 등에서 발생 개연성이 가장 높은 테러유형인 폭발물 테러, 혹은 방화 등의 준테러 범죄예방을 위한 환경설계의 중요성과 그에 따르는 대안제시를 목적으로 한다. 이를 위해 본 연구에서는 이론적 고찰을 통하여 일명 ‘환경설계를 통한 테러예방’ 디자인의 개념을 규명하고, 환경설계를 통한 범죄예방기법(CPTED)의 각 요소를 테러 위협요인의 제거에 적합하도록 재구성하는데 발생하는 각종 문제점과 설계 시 고려해야 할 디자인 지침을 도출하여 향후 보다 효과적이고 통합적인 건축물 보안통제 디자인을 위한 기초자료를 구축하는데 그 목적이 있다.

영문 초록

Terrorism refers to such a doctrine or policy that uses a direct instrument of terror in order to achieve political purposes. Analyzing the tendency of the occurrence of terrorism, which has been surfaced as one of the factors threatening the peace of humanity since the 20th century, it is found that terrorism taking place in recent days has somewhat different aspects from those in the past. While traditional terrors in the past mainly targeted key infrastructures, a chain of international terror incidents taking place since the WTC terror on September 1, 2001 have generally targeted multi-use facilities like hotel, station, theater and hospital where many unspecified people gather. South Korea has been classified as a country which is relatively safe from political terrorism caused by extreme religions and/or ideologies, but things are changed in recent times when the status and role of Korea in the international community has expanded and Korea has dispatched its forces to Iraq and Afghanistan, for which international terror powers like Al Qaeda are threatening the country. The fact that South Korea is no longer safe from international terrors is clearly shown by the suicide bomb terror attack on Korean tourists occuring in March 2009 in a tourist resort called Shibam in the Yemen. In particular, architectural design plays a very important role in security systems which decide how building security control should be designed, managed and/or operated since terror or semi-terror crimes ultimately target facilities and human life, goods and information within the facilities. It is why this study is aimed at the development of design guidelines to prevent semi-terror crimes like explosive terror or fire which is a type of terror most possibly occurring at multi-use facilities in South Korea. To do that, this study is purposed to conduct theoretical considerations so as to investigate the concept of an integrated security system design, to identify problems related to the application of various electronic, mechanical security devices and physical barriers (three lines of defense which are an important concept to set up a security system) to design processes, and to establish design guidelines which are to be considered while conducting a design, with a view to collecting basic materials for a more effective and integrated building security control design for the future.
