영문 초록

This work has three analytic points on measuring productivity of government sector and private sector. First, on the basis of national wealth surveys, capital stocks during 1968-1993 of both government and private sectors are estimated by the polynomial benchmark-year method. Second, in both private and government sectors, productivity of capital stocks comparatively estimated. Third, the externality of government sector on the private sector is regressed in terms of the marginal productivity of capital stocks. According to estimated results, the productivity of capital stocks in private sector is higher than that in government sector. In particular, the marginal productivity of capital stocks in private sector is in 1995 12 times of that in government sector. However, the externality of government sector on the productivity of private sector is estimated to be strong. That is, an increase in the government-capital stocks per capita by 1 percent results in raising the productivity of the private-capital stocks per capita by 0.9 percent during ’968-1993
