영문 초록

This paper examines an upward shift of government expenditure after the two political crises in Korea. Although many studies presumably confirmed the existence of a displacement effect in government expenditure associated with the World Wars, few studies have investigated the displacement in government spending resulting from the minor social upheavals such as internal revolutions and political crises. To examine the displacement effect hypothesis in Korea, I employ an ARMA technique. The empirical results provide no empirical support for the displacement effect in government expenditure associated with the two political crises of 1961 and 1979. Instead, the empirical findings indicate that the two political crises led to a downward shift of public expenditure in Korea. These results disprove the hypothesised upward displacement. The experience for Korea in the 1953-1992 period is not compatible with the displacement effect hypothesis that the political crises could cause an upward shift in government expenditure. However, it should be mentioned that empirical results of this study depend on the specification of the functional form and on the definition of public expenditure data.
