독일 상호문화교육학 논의의 전개과정에 관한 연구

국문 초록

1990년대 중반 이후 한국사회에는 외국인 노동자, 결혼이주여성 등의 증가로 외국인 수가 급증하게 된다. 이에 따른 외국인 학생 수의 증가로 2006년부터 교육부는 다문화교육정책을 추진하고 있고, 다른 정부부처와 지자체들도 여러 다문화정책을 시행하고 있다. 이 글은 한국보다 앞서 다문화교육문제에 직면하고 여러 정책을 추진해오고 있는 독일의 상호문화교육학 논의의 전개과정을 분석하고, 한국의 다문화교육 논의에 주는 시사점을 분석하고 있다. 독일의 상호문화교육학의 이론적 논의는 크게 세 단계로 나눌 수 있다. 우선 외국인 아동을 결핍과 지원과 보상의 존재로 보는 외국인교육학 단계, 이어서 그들을 문화적 차이를 지닌 다른 능력의 존재이자 문화적 풍요를 가져올 수 있는 존재로 이해하는 상호문화교육학단계로 전개되었다. 이제는 외국인으로 인한 언어적ㆍ문화적ㆍ인종적 다양성에서 독일 사회내부의 계층적ㆍ성적ㆍ세대, 장애 등의 다양한 차이에 주목하는 다양성의 교육학 단계로 관심이 확대되고 있다. 이로부터 한국 다문화교육학계는 차이의 다양성과 차별구조에 대한 논의를 심화시켜야 한다는 시사점을 얻을 수 있다.

영문 초록

Since the middle of 1990’ in South Korea foreigner worker and female wedding immigrants have increased rapidly. As the number of foreigner students also have increased, the ministry of education has carried out various multicultural education policies since 2006, and other ministries have practiced many multicultural policies, too. This article is to analyse the development of discussions on intercultural education in Germany, where various intercultural education policies have been executed before Korea. From this some suggestions for academical discussions on multicultural education in Korea are drawed. We can divide the development of discussions on intercultural education in Germany into 3 stages. In the beginning stage. they described the foreigner children as deficit beings. We can say it as foreigner education stage. Then the intercultural education stage followed. Here foreigner children have only different culture and been accepted as beings with another capabilities. Thus they were expected to bring the cultural enrichment in German society. Now the interesse of educational research has been expanded into the diverse differences in class, gender, generation, the disabled etc. The academic society for multicultural education in Korea have to intensify the discussions on diversity of differences and structure of discrimination.
