미국 연구중심대학의 이념 형성과정

국문 초록

이 글은 오늘날 고등교육의 세계적 흐름을 주도하고 있는 미국 연구중심대학의 배후에 스며들어 있는 이념을 탐구하는데 그 목적이 있다. 미국대학이 독일의 고전적 대학이념을 근간으로 삼고 있다는 전제하에 근대 연구중심대학의 기틀을 마련한 훔볼트의 대학이념을 살펴보았다. 연구와 교수의 통일, 대학원 중심교육의 훔볼트의 이념은 독일에서 유학을 한 미국의 학자들에 의해서 충실하게 구현되었다. 독일의 대학이념을 수용하였지만 미국대학은 시대적 변천에 따라 자체의 고유한 이념을 형성해 왔다. 발전된 과학과 기술을 대학교육에 적극적으로 접목시키려는 과학주의, 모릴법(Morrill Act)과 같이 지식의 실제적 응용과 교육의 기회균등을 촉진하려는 고등교육의 공교육화, 연방정부의 적극적 지원과 협력으로 연구와 개발을 최상으로 발전시키려는 연방주의, 학문적 자유를 기반으로 무한경쟁을 강조하는 상호경쟁의 원리 등이 그것이다. 다양한 이념들이 대학정책으로 이어지면서 미국의 연구중심대학은 부단한 연구개발 및 지식의 확산, 우수한 학생과 교수진의 확보, 연구 인프라의 조성, 광범위한 대학기금의 확충, 대학지도자의 리더십에서 드러나 듯 오늘날 유례없는 권위와 명성을 쌓을 수 있게 되었다.

영문 초록

The purpose of this essay is to investigate the idea of American Research Universities currently leading the mainstream of world higher education. Supposing that modern American Research Universities are based upon the classical German concept of the university I examined Humboldt’s idea of the university that paved the way for the modern research universities. The German academic ideals of ‘Lehrfreiheit’, Wissenschaft in a sense of pure research and ‘Lernfreiheit’ were transformed into American universities by American who studied at German universities in the 19th Century. However, I argued that the American ideal is to regard as unique the history of the American university. Some features of American universities such as scientism based on applied research, ideals of public higher education featured by the Morrill Act, ‘Federalism’ intended to cooperate with universities for national safety and economic prosperity and mutual competition between rival universities were scrutinized. Great American universities created their own university system by putting such ideals into policy and practice. The prestige and reputation of American research universities, in my estimation, emerge from capable faculty members and (graduate) students, an extensive research infrastructure, and plenty of federal and private grants. Consequently, the American model provides suggestions for all universities that hope to be a World-Class University in a fiercely competitive 21th century.
