영문 초록

From economic point of view, it is important that policymakers of environmental policies attain an suitably acceptable level of pollution with efficiency. Since A. C. Pigou accounted for the pollution as an external diseconomy, one of the market failures, many policy instruments have been suggested to deal with pollution. Among those suggestions, the use of economic incentives to deal with environmental problems has made a persuasive case. In 1968, J. H. Dales suggested pollution licenses or pollution permits as a solution of environmental problems for the first time. Afterwards this solution has played an important role in environmental problems. The major objective of this paper is to make a summary review of the theoretical aspects of marketable pollution permits. The paper is primarily a survey paper which makes an inquiry into the history of the idea and types of transferable emission permits framework of optimization to show how marketable pollution permits work to attain and sustain the efficient level of pollution. An effort is made to make a comparision of anti-pollution instruments in their role in achieveing goals such as efficiency, equity, adaptability to economic growth, incentive for maximum effort, political attractiveness, and minimum interference with private decisions. Though the United States of America is successful in introducing tradable emission permits. practical experiences and lessons from the practices are not reviewed in the paper. Needless to say, policymakers in Korea have 'to pay much attention to the pollution license strategy or the more general market strategy in their efforts to reduce pollution with greater efficiency.
