영문 초록

The rapid economic growth in Korea over the last thirty years has been based to a large degree on the high levels of educational attainment among Korean population. The content and quality of Korean Education does not, however, satisfy any more fully the new economic requirement and national demand, the reform of education become a current economic and political issue. The aim of this paper is to find some lessons of the other country's experiences on the government capital expenditure on education. The main finding can be summarized as follows: (1) Government expenditure on education in Korea has increased many fold during the last thirty years. But general government spending on education has been two or three percent of GNP in Korea, which is considerably low level compared to 8.5 percent in United States and Japan, 7.5 percent in United Kingdom, 6.1 percent in West Germany. The Share of education in the total government expenditure in Korea has beesn around a quarter, which is not low level, compared to even advanced countries. The share of capital expenditure on education in Korea was 16-35 percent, which is very high level, compared to advanced countries. (2) The predicted ratio of government expenditure on education is estimated to be 4.5 percent of GDP, in Korea, based on a cross-country regression analysis of ninty countries. (3) It is suggested that additional government capital expenditure on education can be financed by the reform of the Global Land Value Tax.
