영문 초록

The Purpose of this paper is to estimate the welfare cost of Korean National Pension Scheme. The past studies have been emphasized on the fact that the welfare cost is caused by the individual savings for the period of retirement M. Feldstein(1987) and W. Kim(1990). This study would also consider the welfare cost caused by distortions of labor market, where the actual taxation on lifetime income of the National Pension's contribution would change the labor supply of individuals. The estimation of welfare cost is applied to Korean National Pension Scheme which started from 1988. In financing pension benefits, the National Pension of Korea is adopting a funding system, rather than a pay-as-you-go system. However, the present scheme is destined to be changed to a pay-as-you-go system to make up the expected future deficit at least in the year of 2050. That is, the gradual increase in the contribution rate to 9% in 1998 is not enough to finance the future deficit. The change in the financing mechanism causes bigger gaps in net rate of returns on the scheme between different age groups, as well as between present and future generations. According to the result of estimations, the middle age groups of the present generation may get welfare gain rather than welfare cost under certain conditions, under the assumption that the annual wage increasing rate and market interest rate are 3% and 5%, respectively, the absolute value of the average welfare gain of the starting generation under the funding system is as much as that of the average welfare cost of the matured generation under the pay-as-you-go system. This study shows that the welfare costs of the system widely diverge between generations. Finally, it briefs how to reduce the welfare cost of National Pension Scheme in Korea.
