영문 초록

Li, Shih-tao became P’ing-lu-zi-qing-Chieh-tu-shih(平盧淄靑節度使) after his older brother Li, Shi-gu. It was decided by the will of Li, Shi-gu. Li, Shih-tao had been Mi-chou-tzu-shih(密州刺史) under the command of Li, Shi-gu. After the death of Li, Shi-gu, Tang hesitated to appoint Li Shih-tao as P’ing-lu-zi-qing-Chieh-tu-shih. Li Shih-tao groped even a military action to struggle against Tang. Li Shih-tao then promised, in a letter, to offer Liang-shuei(兩稅), which Tang had wanted, and obey the law of Yen-fa(鹽法) in the hope of getting the position. But he did not keep those promises. In October, the first year of Yuan-he(元和), Tang offered Li, Shih-tao the position of Lu-yun-hai-yun-chia-Silla-Pohai-Liang-fan-teng-shih. It meant that he grasped the right of foreign policy and trade between Silla and Balhae. During the years when Li, Shih-tao was in that position(806-819), Balhae sent envoys sixteen times. The fact that Silla and Balhae sent envoys to Tang more often than the times of Li, Na and Li, Shi-gu was influenced by Tang’s political circumstances. By synthesizing those facts, when Li, Shih-tao took the position, Tang became stronger than ever before. Li, Shih-tao did not have any other option beside to cooperate with Tang. In November, the 7th year of Yuan-he(812), Li, Shih-tao independently tried to solve the matter of wei-po-Chieh-tu-shih(魏博節度使) in He-pei(河北) without the intervention of Tang. This meant Li, Shih-tao wanted to follow the footstep of Li, Zheng-ji, his grand father and Li, Na, his father who had tried to intervene with military force in the succession of wei-po-Chieh-tu-shih. After all, this meant that Li Shih-tao proved his wish not to cooperate with Tang. This proves that Li Shih-tao showed his will to attack Tang from the 7th year of Yuan-he.
