영문 초록

This aticle was to reconsider the Diplomatic Revolution and the Gando Agreements occurred from 1907 until 1909 with the global/historical perspective. This work will be revealed clear that Gando Agreement was not merely territorial dispute between China and Japan, but a issue of global affair resulted with the transformation of the new worldwide diplomatic system which has been made by Western Powers and Japan. In this reserch, I specially focused on the connection and interaction of Diplomatic Revolution, the German-China-American Alliance, the Root-Daka hira Agreement and Gando Agreement in East-Asia Intrenational Politics which was overlooked until now. It will be broaden the horizon of Gando Studies. Brief summary is as follows. In 1907, Diplolomtic Revolution had brought about the end of “the Great Game”. With the results, Quadruple Entente System was constructed in Asia, and Triple Entente system were operatered in Europe. It has been forced to threaten German and restricted the American expansion in Asian Pacific. Such an Diplomatic Changes in East Asia were influenced on Realizing of the Japanese penetration project toward Manchuria and Gando region from 1907 until 1909. In this period, Manchurian-Korean Problem and Gando Problems had been not only influenced by Quadruple system, but also Kaiser’ German-China-American Alliance Connection and Theodore Rooservelt’s Initiative on the Root-Dakahira Agreement. After the Root-Dakahia Agreements, Japan gave up the claim on the Gando region. But Its main goal was to realize the Annexation of Korea. Therefore the Gando Agreemant was only the Japanese’s second best policy to secure the bridge head for penetration in Manchuria, as well as the bargaining point of Manchurian-Korean problem between Japanese and China. Consequently Gando Agreement was the same as an Japanese bargaining chip for establishing the real power in Korea and securing the interest for Manchurian railway concession. It not only looks like a by-product of the settlement of the post Russo-Japanese War but also A issue of global affair and Transnational Incident influenced by the suggestion of China that, pending Gando Problem and Manchurian Questions be refered to The Hague for arbitration.
