국문 초록

탈냉전 이후 20여년이 지남에도 불구하고, 한반도 분단 상황은 여전히 계속되고 있다. 분단상황을 극복하는 문제를 둘러싸고, 보수적 견해와 진보적 견해 역시 계속 대립상황에 있다. 김대중 정부가 추진했던 햇볕정책은 이전 정부와 차별성을 보였다. 이러한 상황에서 빌리 브란트 수장의 신동방정책과 햇볕정책을 비교하여 한반도의 안정을 위한 새로운 시각과 함의를 도출할 수 있다. 두 정책은 무엇보다 분단과 통일에 대한 새로운 비전을 제시하였다. 각각 이전 정부와 비교할 때, 분단의 평화적 관리 그리고 분단의 극복보다 통일을 위한 현실적 조건에 초점을 맞추었다. 그럼에도 불구하고 두 정책을 추진하는 행위주체자, 정치적 목표와 군사적 위협의 정도, 안보조건, 양국이 처한 국내외 상황은 확연히 다를 수밖에 없다. 따라서 신동방정책이 독일의 분단상황을 극복하는데 성공했기 때문에 한반도의 안정적 관리를 주장하는 햇볕정책과 관련한 순기능적 측면만 강조함은 상당한 정책적·이론적 오류에 빠지기 쉽다.

영문 초록

For more than 50 years, the confrontation between North and South Korea has continued and it does not seem to be ending even in the post-Cold War era. When it comes to South Korea’s competency in handling the issue, probably, the most important agenda the government has to work on is whether to pursue progressive or conservative policies.T he Sunshine policy was the main strategic tool used to differentiate the current administration from the previous ones.A comparison of the two policies, Neue Ostpolitik and the Sunshine policy, can give us new perspectives and new lessons in facing the current situation.T he two policies suggested, most of all, new visions about division and unification. Compared to previous administrations, they both focused more on peaceful management of division and composed realistic conditions for unification rather than the correctness of it.H owever, the two policies are quite different from main actors, the political objectives and the degree of military threat, the security conditions, the situation of inside and outside of country and so on.
