국문 초록

민주주의 국가에서 ‘선거’는 유권자의 정치적 또는 정책적 선호(preference)를 정책결정권자의 정책결정에 반영할수 있게 하는 제도이다. 민주주의 국가에서는 정부의 외교정책에 대한 유권자의 평가가 독립변수로 작용하여 선거결과에 영향을 끼치고, 마찬가지로 선거결과 역시 독립변수로 작용하여 외교정책의 변화로 이어질 수 있을 것이다. 2010년 11월 2일 공화당의 승리로 막을 내린 미국의 중간선거 결과는 오바마 행정부의 국내정책뿐 아니라 대외정책에도 일정 부분 변화를 초래할것이다 . 본 연구는 중간선거 이후 발생할수 있는 오바마 행정부의 대 한반도 정책의 변화 가능성을 다음 두 가지 시나리오를 염두에 두고 조망해 본다. 첫째, 오바마 행정부가 국내정치 돌파구로 외교정책의 변화를 도모할수 있고 이러한 맥락에서 대 한반도 정책의 변화가 발생할수 있다. 하지만 여러 정황을 고려했을 때 이러한 가능성은 그다지 높지 않다. 둘째, 중간선거 이후 발생한 미국의 정치지형의 변화, 즉 공화당으로의 의회 권력의 이동은 한반도 정책에 일정한 변화를 초래할것이다 . 하원의 다수당이 되어 의회의 요직을 차지한 공화당 의원들이 북한의 정권교체 등을 공론화 하고 북한의 인권상황개선을 공식 제기하여, 오바마 행정부의 대북정책 방정식을 복잡하게 만들 수 있다. 한미동맹의 큰 줄기에는 변화가 발생하지 않겠지만, 재정 건전성을 강조하는 공화당이 미군기지이전 비용 부담을 포함하여 한국의 방위비 분담비용 증액을 강하게 요구할가능성이 있으며, 미국산 무기의 구입과 미사일 방어체제(Missile Defense)의 공식참여를 요구할수 있다. 친(親)자유무역주의 성향의 공화당의 약진으로 한미 FTA의 비준가능성은 제고(提高)되었 으나, FTA에 여전히 부정적인 미국의 여론은 한미 FTA 비준의 걸림돌이 될 수 있다. 친일반중(親日反中)의 공화당 외교정책성향으로 미중의 경쟁구도가 동북아에 가속화된다면, 한중관계와 남북관계에도 큰 부담으로 작용할것이다.

영문 초록

‘Election’ in a democratic state is an indispensable instrument with which mass public can shape the direction of public policies of the governing elites. As a result of the US midterm election in November 2010, the Republican Party gained the control of the House of Representatives and broke the filibuster-proof super majority status of the Democratic Party in the Senate. The result of the 2010 US midterm election is expected to bring about certain changes in the foreign policies as well as domestic policies of the Obama administration. Taking into account two possible avenues of change, this research investigates the ways in which the US midterm election can shape the Obama administration’s policy toward the Korean peninsula. First, Obama may attempt to improve his domestic political standing by scoring foreign policy achievements, hence changes in North Korean policies. Nonetheless, it is less likely for the Obama administration to restructure its North Korean policy in any near future. Second, the surge of Republic Party in both chambers of the US Congress will bring about certain changes (however limited they may be) to the US policy toward the Korean peninsula. The conservative Republicans, now in control of key foreign policy related posts in the Congress, may complicate the North Korea policy of the Obama administration by insisting the policy of‘regime change’ and highlighting human right issues of North Korea. The Republicans, preoccupied with the importance of financial discipline, may ask for the additional burden sharing of defense expenditure from the South Korean government, including costs of transferring US military base in South Korea. The Republicans may also demand that the South Korean government increase imports of US military weapons and participate officially in Missile Defense(MD) System. Pro free trade Republicans are expected to expedite the ratification of KORUS (Korea-US FTA) deal, but the US public opinion can still adversely affect the ratification process.
