국문 초록

본 연구는 18대 국회의원 선거 국면과 17대 국회의원 선거 국면과 크게차별성을 띠는 현상의 하나로 여성 관련 단체 및 NGO 또는 연구기관 간의연대조직 또는 네트워크 조직화가 현격히 줄어들었다는 점에 주목하고 ，여성의 정치참여 확대를 위해 필요한 중요한 조건들 가운데 하나로 여성의정치참여를 위한 조직화 또는 네트워크화를 주장한다 . 아울러 본 연구는 여성정치참여 확대를 위한 법 · 제도적 차원의 논의는 다양한 수준에서 이루어지는데 반해서 지역차원의 여성 관련 단체들 간의 연계를 통한 네트워크구성을 통한 여성의 정치참여 확대 방안에 대한 논의는 상대적으로 미흡하다는 문제의식에서 논의의 초점을 여성의 정치참여를 위한 네트워크형성에 두고 ， 그것의 필요성 ， 개념 및 역할 등에 대해서 살펴본다.여성정치네트원크는 여성의 정치참여의 당위성과 그러한 당위성에 문제를제기시키는 우리사회의 다양한 사호|구조적 장벽들을 일정부분이나마 극복하는데 도움을 준다. 즉 ， 전국적 수준은 물론 지역 수준의 여성단체들이 직면하는 문제 즉 ， 정치참여에 있어서 중요한 인적 자원이나 조직， 물적 자원을해결하는 방법이 될 수 있다는 측면에서 중요하다고 하겠다 또한 ， 여성정치네트워크는 각종 수준의 선거를 통한 정치과정에서 개인적인 차원이나분절된 조직 차원에서 영향력을 얻기 힘든 여성 관련 이슈 등을 의제화 시키는있어서도 중요한 역할을 한다.이러한 관점에서 한국과 일본의 시도되었거나 진행 중인 여성정치네트워크구성 사례들을 살펴본 다음 결론에서는 본 연구의 논의를 간단히 요약하고 ，여성의 정치잠여 확대를 위한 정책제언들을 여성정치네트원크와 관련하여제시한다.

영문 초록

There was a notable difference between the 17th General Election and the 18th General Election, which is concerned with women's movement for enhancing their political participation. That is, the 17th General Election saw the rise of women's political network movements for expanding their political participation which were activated by women's NGOs and interest groups while the 18th General Election saw the virtual absence of women's political network movements. This study notes this aspect of women's political movement and argues that in order to expand women's participation in politics, women's NGOs or interest groups reorganize or rebuild their own political (participation) network. In addition, the past studies have tended to focus upon the law-institutional dimensions ofwomen's political participation. Political network movements for enhancing women's political participation could overcome the entrenched political, socio-economic, and cultural obstacles which are embedded in Korean society. That is, women's political networks on national or regional basis can solve various problems such as political finance, human resources, and organizing power facing (potential) female politicians in our society. Besides, women's political networks on national or regional level may greatly help put women-related issues on election agenda because it can serve as a important political pressure for political society. After reviewing the past experiences and cases of women's political networks (movements) both in Korea and Japan in comparative perspective, this study will look at a couple of possible ways of organizing women's political network. Finally, it will propose some policy tasks for improving women's political participation which are related to women's political network.
